Abstract

The phenomenon of unregistered marriages remains a growing social and legal issue within contemporary Muslim communities. This practice of marriage, which is conducted without official registration at the Office of Religious Affairs (KUA), has various implications, particularly regarding legal protection for women and children, civil registration, and social order. This study aims to analyze the reorientation of the KUA’s role in addressing the phenomenon of siri marriages in Peterongan Subdistrict, Jombang Regency. The study employs a qualitative method with a descriptive-empirical approach. Data were collected through observation, interviews, and documentation with KUA officials, religious counselors, community leaders, and local residents. The results indicate that the KUA employs various strategies to address the practice of siri marriages, including providing legal counseling on marriage, pre-marital counseling, optimizing the role of religious counselors, collaborating with village governments and community leaders, and facilitating the legal recognition of marriages. The reorientation of the KUA’s role focuses not only on the administrative function of marriage registration but also on educational, preventive, and socio-religious approaches to raise public awareness of the importance of marriage legality. These efforts serve as a form of protection for family rights and help establish legal order in the lives of contemporary Muslim communities.
