Abstract

Digital transformation has encouraged local governments in Indonesia to develop faster, more accessible, transparent, and responsive public services. The implementation of digital government systems has not always produced consistent service quality because it remains influenced by organizational readiness, infrastructure, public officials’ competence, and citizens’ ability to use technology. This study aims to evaluate the implementation of digital government systems in improving the quality of public services in Indonesian local governments and to identify their supporting and inhibiting factors. A qualitative approach with an evaluative literature review method was employed. Data were collected from 20 national journal articles published between 2021 and 2025 and analyzed through data reduction, thematic classification, comparison of findings, and narrative synthesis. The findings indicate that digital systems accelerate service processes, reduce the need for direct office visits, expand access to information, and improve administrative efficiency. Digital platforms also strengthen transparency, complaint management, and public participation in service delivery. Implementation remains constrained by fragmented systems, unequal network quality, limited digital competence among public officials, low levels of digital literacy, and inadequate public outreach. Better digital service quality was found in local governments with strong leadership support, clear governance arrangements, adequate infrastructure, and continuous evaluation mechanisms. Digital government implementation should therefore prioritize service integration, capacity building, data protection, and inclusive access to ensure sustainable improvements in public service quality.
