Abstract

This study aims to analyze the role of the Community Empowerment Institution (LPM) in accommodating and channeling community aspirations in village development planning in Kakaniuk Village and Barene Village. This study employed a qualitative research method with a descriptive approach. Data collection techniques included observation, interviews, and documentation involving informants consisting of LPM administrators, village government officials, community leaders, and local residents. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results indicate that LPM in both villages has performed its function of accommodating and channeling community aspirations effectively, although differences exist in the implementation mechanisms. Kakaniuk Village applies a participatory bottom-up approach by placing community needs as the primary basis for village development planning. Community aspirations are collected through deliberative meetings, field surveys, and direct approaches to vulnerable community groups. Meanwhile, Barene Village applies an approach that integrates community aspirations with regional and national development policies, resulting in a more structured planning process with greater opportunities for budget support. This study demonstrates that community involvement through effective aspiration mechanisms can improve the quality of village development and make it more responsive to community needs.
