Abstract

Charybdis affinis is a bycatch species with economic value in the waters of Tuban Regency, East Java. Continuous utilization of this species requires an appropriate management strategy to ensure resource sustainability. This study aimed to formulate a bioecology-based management strategy for C. affinis using SWOT analysis. Data were collected through field observations and questionnaire-based interviews involving 15 respondents, including fishers, academics, fisheries officers, fish auction managers, collectors, and baby crab traders. IFAS and EFAS matrices were used to identify internal and external factors affecting resource management. The results identified six strengths, four weaknesses, five opportunities, and six threats. SWOT analysis produced coordinates of (1.96;1.07), placing the management position in Quadrant I (SO strategy). The priority strategy was improving fishing selectivity through a bioecology-based management approach to reduce the capture of immature crabs. This strategy is supported by suitable habitat conditions, relatively stable populations, year-round availability, and support from research findings and government policies for sustainable fisheries management.
