Abstract

Strengthening police human resources through Human Capital Management (HCM) is an important prerequisite for the effectiveness of security services and social empowerment, especially in the context of Islamic societies which have distinctive social, cultural, and religious dynamics. In Lampung Province, the Lampung Police plays a strategic role in maintaining security stability while building collaboration with religious communities. However, the implementation of HCM in the police environment has not been widely studied from the perspective of its contribution to the development of Islamic society, especially in the aspects of community-based security, religious moderation, and social empowerment. This study aims to analyze how the implementation of HCM in the Lampung Regional Police can support Islamic community development programs. This study uses a qualitative approach with a case study design. The data was collected through in-depth interviews with Lampung Police HR officials, Binmas personnel, Islamic community leaders, and empowerment actors at the district/city level. Participatory observations were carried out on several mosque-based Kamtibmas development activities and Muslim communities. Data analysis uses data reduction, data presentation, and conclusion drawing techniques of the Miles & Huberman model, as well as source triangulation to ensure the validity of the findings. The results of the study show that the implementation of HCM in the Lampung Regional Police takes place through three main components: (1) capacity building of personnel with religious moderation training, community development, and conflict resolution based on the Islamic community; (2) strengthening talent management in the Binmas and Intelkam units to improve the quality of interaction with the community; and (3) optimization of performance management based on public services, environmental security, and socio-religious partnerships. The implementation of HCM has been proven to strengthen mosque-based security programs, increase police-ulama collaboration, and strengthen legal and order awareness among Islamic community groups. HCM also contributes to forming the police as agents of social empowerment through education, mentoring, and facilitation activities of the Muslim community. This study concludes that HCM that is implemented comprehensively is able to improve the quality of police human resources while providing a social impact on the development of the Islamic society. The implementation of HCM strengthens the police's relationship with the Muslim community through collaborative security approaches, religious dialogue, and social empowerment programs. This study recommends the integration of religious moderation training, religious conflict management, and collaboration between the police and Islamic organizations in the Lampung Police human resource development system. These findings contribute to the development of HCM theory in the context of institutional security and community development based on Islamic values.

Abstract

Strengthening the human capital of National Police members in the Sub-division unit is a crucial element in improving the quality of complaint services and at the same time creating an institutional competitive advantage. This study aims to analyze how the development of competence, integrity, and professionalism of members of the National Police who serve in Sub-divisions contributes to the effectiveness of complaint services and supports the development of the Islamic community in Bandar Lampung City. Using a qualitative approach with a case study design, data was obtained through in-depth interviews, observations, and document review related to the work mechanism of the Subdivision. The results of the study show that strengthening human capital which includes improving communication skills, emotional intelligence, sensitivity to socio-religious values, understanding of professional ethics, and report analysis skills significantly improves the responsiveness, transparency, and accountability of complaint services. This improvement in the quality of services has a direct impact on the growth of public trust, which further strengthens participation and social cohesion in Islamic society. Thus, Subbagyanduan not only functions as a complaint handling center, but also as a strategic instrument in building a harmonious relationship between the National Police and the community. This research emphasizes that strengthening human capital in Sub-divisions is a key strategy in building the competitive advantage of the National Police and encouraging the development of Islamic society through humane, inclusive, and equitable public services.
