Abstract

The construction industry in Indonesia makes a significant contribution to the national economy, occupying the fourth position with a contribution of 10.06% according to BPS (2024). More than 77% of construction business entities are classified as small contractors, which leads to a high level of competition in this sector. To survive, small contractors need to implement strategies to increase Competitiveness through efficiency, innovation, and quality improvement. This study aims to identify effective strategies in increasing the competitiveness of small contractors in building construction projects. The results showed that the Competition Level variable (X1) did not have a significant direct influence on Competitiveness (Y), with a T-statistic of 0.509 and a P-value of 0.611. In contrast, Price Quotation (X2) and Human Resources (Z) were shown to have a significant direct influence, with T-stats of 2,917 and 4,710 and P-values of 0.004 and 0.000, respectively. However, in the moderation test, Human Resources was unable to strengthen the relationship between the level of competition and the price offer to competitiveness because the resulting T-statistical value was smaller than the T-table and the P-value was above 0.05, so it can be concluded that although HR is directly important, its role as a moderator is not significant in this study.

Abstract

Rework is one of the main sources of inefficiency in construction projects because it has an impact on increasing costs, time, and material usage. In toll road projects that have linear work characteristics and involve many stakeholders, rework is often triggered by ineffective communication management. This study aims to identify the communication management factors that cause rework in toll road projects, and determine the dominant factors that cause it, assess the risk level of rework based on the frequency of occurrence and cost impact. The research method uses a quantitative approach through expert validation and surveys of respondents to the Jakarta-Merak Section project, multiple linear regression analysis, descriptive analysis, and risk analysis based on PMBOKĀ® 6th Edition. The results showed that the failure factors of the three components of communication management, namely, planning, management, and monitoring of communication had a significant effect on rework (p-value < 0.05) with a simultaneous contribution of 55.5%. Ten dominant factors were successfully identified, with the main factors being specifications and less detailed working drawings that triggered design adjustments. Then the rework Wrisk analysis showed an average risk score of 0.060 which was in the low risk category. The findings of this study confirm that the effectiveness of communication management has a central role in minimizing rework in toll road projects. Improving the quality of document planning, clarity of communication flows, and information monitoring are needed to reduce the occurrence of rework and improve the efficiency of project resource use.

Abstract

The government prioritizes targets 100% access to drinking water through Vision 2030, with a service coverage target of 94.61% in Tangerang Regency by 2030. Water Treatment Plants (WTPs) are a crucial component of clean water supply systems, yet their operation poses environmental impacts. This research analyzes the operational cost efficiency of WTPs by integrating green concepts and Value Engineering (VE) methods. The aim is to identify economical and environmentally friendly solutions without compromising water quality and quantity, by pinpointing key factors influencing operational cost efficiency. The methodology encompassed literature review, hypothesis formulation, and data collection via questionnaires, analyzed using Structural Equation Modeling (SEM) and VE studies. Results indicate that Sustainable Technology with Renewable Energy Use and Innovation Implementation are the most influential variables. A case study at PERUMDAM TKR WTP applies VE and Life Cycle Cost Analysis (LCCA) for green concept operational cost analysis. VE results in an 8.97% cost increase, amounting to IDR 1,717,378,957. LCCA shows green concept investment in WTPs is viable with NPV > 0 (IDR 14,076,121,227.33), IRR of 16.42%, and a Payback Period of 8.60 years
