Abstract

Local government performance monitoring requires consistent reporting, validation, and access to historical data. This study designed and evaluated a web-based monitoring information system for the Regional Development Planning Agency of Parepare City, Indonesia, which coordinates quarterly reports from 34 regional government agencies. The system was developed using Rapid Application Development with iterative prototyping based on observations, interviews, document analysis, and user feedback. It integrates budget and planning management, quarterly performance reporting, report validation, reporting-period control, data locking, dashboard-based monitoring, and report archiving within a centralized platform. User evaluation using a five-point Likert-scale questionnaire produced mean scores of 4.50 for ease of use, 4.43 for technical support, and 4.29 for system responsiveness. These findings indicate positive user acceptance and alignment with the agency’s operational requirements. The system establishes an integrated workflow for report submission, validation, finalization, and retrieval.
