Abstract

The state holds a constitutional mandate to care for neglected children, partly through social rehabilitation programs that should move beyond meeting basic needs to empowering children to determine their own futures. This study analyzes how the empowerment of neglected children is realized within the social rehabilitation program at the Rumah Pelayanan Sosial “Mandiri” in Semarang City, while identifying its driving and inhibiting factors. Employing a descriptive qualitative approach, the study uses Edi Suharto’s 5P empowerment framework (Enabling, Empowering, Protecting, Supporting, and Fostering) and viewed from a child rights perspective as its analytical lens. Data were gathered through in-depth interviews with the Head of Social Rehabilitation at the Central Java Provincial Social Service, the institution’s head and functional social workers, and beneficiaries, supplemented by observation and documentation, then validated through source triangulation. The findings reveal that empowerment has occurred but remains suboptimal, constrained by a persistent gap between normative design and field reality. While the institution successfully fosters a safe environment and expands access to formal education, the transformative essence of empowerment is not fully achieved: children tend to be positioned as objects of service rather than as subjects who understand and shape their own choices. The Fostering dimension is the weakest, as post-termination guidance relies solely on personal initiative without institutional support. The most fundamental obstacle is the shortage of social workers, with caseload ratios of 1:12 to 1:13, alongside budget constraints, whereas visionary leadership and personal dedication serve as primary enablers. The study recommends increasing social worker numbers, adopting needs-based budgeting, and institutionalizing aftercare programs.

Abstract

This study aims to analyze the implementation of Semarang Mayor Regulation Number 83 of 2023 concerning the Establishment of Disability Service Units and Character Education for Students in supporting inclusive education policy in Semarang City. This research employs a qualitative approach with data collection techniques through triangulated interviews, observation, and documentation involving the Semarang City Education Office, Rumah Duta Revolusi Mental (RDRM), schools, parents of students with disabilities, as well as non-disabled students. The analysis applies the policy implementation theory of George C. Edward III, which includes the variables of communication, resources, disposition, and bureaucratic structure. In addition, the study also adopts the Index for Inclusion framework through three dimensions: creating inclusive cultures, producing inclusive policies, and evolving inclusive practices. The results indicate that the indicators of policy implementation have been achieved in the aspects of communication, implementers’ disposition, and bureaucratic structure, as reflected in clear coordination and service mechanisms among schools, the Education Office, and RDRM. Within the Index for Inclusion framework, the indicators of creating inclusive cultures, producing inclusive policies, and evolving inclusive practices have also been achieved through psychological assessments in the affirmative pathway of the New Student Admission System, psychoeducation for teachers, and adjustments to the learning process based on professional recommendations. However, the resource indicator has not been fully achieved due to limited human resources and the high service workload. Supporting factors include a clear regulatory foundation, the commitment of policy implementers, and coordination among stakeholders. Meanwhile, inhibiting factors involve limited human resources and restricted service capacity. This study concludes that policy implementation has been supported by structured coordination mechanisms but still requires strengthening in the resource aspect.

Abstract

This research is motivated by the importance of utilizing information technology in improving employee performance amidst limited human resources in government agencies. The purpose of this study is to analyze the effect of information technology utilization on employee performance with limited human resources as a moderating variable at the National Land Agency (BPN) of Bekasi Regency. The study used a quantitative approach with a survey method, a non random sampling technique for 60 respondents, and data collection through a Likert scale questionnaire that has been tested for validity and reliability. Data analysis was carried out using multiple linear regression with the help of SPSS 25. The results showed that the utilization of information technology has a positive and significant effect on employee performance, and a negative effect on limited human resources, which means that the more optimal the use of technology, the more limited human resources can be minimized. In addition, employee performance also has a significant effect on limited human resources. The coefficient of determination value shows a fairly strong contribution from the research variables. In conclusion, the integration of information technology and improving employee performance are key factors in overcoming limited human resources, so it is recommended that continuous training and strengthening of technological infrastructure.

Abstract

The revitalization of the Kota Lama Semarang area is a government policy aimed at preserving historical heritage while promoting sustainable tourism development by considering economic, socio-cultural, and environmental aspects. This study aims to analyze the implementation of the revitalization policy of Kota Lama Semarang in supporting sustainable tourism. The research uses a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, involving informants selected through purposive sampling, including government officials, area managers, local business actors, and tourists. The analysis applies the policy implementation framework developed by George C. Edwards III, which includes the dimensions of communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the revitalization policy has generally been carried out well, particularly in terms of inter-agency communication and the commitment of policy implementers. The revitalization has also contributed to increasing economic activities, preserving the historical and cultural values of the area, and improving the environmental quality of the tourism destination. However, several challenges remain, such as limited community participation, suboptimal empowerment of local economic actors, and environmental management issues including waste management and visitor density. Therefore, stronger collaboration among government institutions, area managers, business actors, and the local community is needed to support sustainable tourism development in Kota Lama Semarang.

Abstract

The Diamond Panning tourism attraction in the Pumpung area, Banjarbaru, has historical and local cultural appeal. However, its development faces several challenges, including limited budget, land constraints, and inadequate supporting facilities. This study examines the patterns of collaboration among stakeholders using a qualitative approach and the Collaborative Governance framework proposed by Ansell and Gash (2008). The results show that collaboration indicators such as face-to-face dialogue, trust-building, commitment, and shared understanding have not functioned optimally. The main obstacles include low community awareness, resource imbalances related to land legality, and the financial dependence of Pokdarwis on the government. Therefore, it is necessary to strengthen legal certainty in land use, increase community participation, enhance the financial independence of Pokdarwis, and optimize the role of the private sector in digital marketing.

Abstract

The rapid advancement of digital technology has made personal data an inseparable part of modern life and a strategic asset in the provision of telecommunications services. However, this massive digitalization has also introduced new vulnerabilities, particularly in the use of prepaid SIM cards which require the submission of identity data as a prerequisite for service access. Although the Government of Indonesia has enacted Law Number 27 of 2022 concerning Personal Data Protection as the primary legal instrument, in practice, there remains a gap between regulatory provisions and field implementation. Based on these conditions, this research aims to analyze the implementation of personal data protection policies in the management of Telkomsel prepaid SIM card user data in the Special Capital Region of Jakarta. This research employs a qualitative approach with a descriptive method, where the analysis is conducted by grounding arguments in public policy implementation theory and the theory of the right to privacy. Through in-depth interviews, observations, and documentation involving regulators, cellular operators, and users, it was found that the policy implementation has proceeded administratively at the corporate level through the fulfillment of technical standards. However, substantively, such protection has not been fully felt by users, characterized by low digital literacy and a lack of real individual control over the personal data submitted. The discrepancy between the implemented policies and the public's perception of security indicates that without strong oversight and massive education, personal data protection policies in the telecommunications sector have not been fully effective in providing security guarantees for users' personal data.

Abstract

This study analyzes in depth the implementation of the “Njuh Sekolah Maning” Program (NSM) in Pemalang Regency for the period 2023–2024 as a strategic effort to address Out-of-School Children (ATS), which was triggered by a drastic surge from 220 people (2020) to 8,356 people (2024) due to chronic structural poverty, limited geographical access in remote areas, the prevalence of early marriage, as well as low community awareness of the 12-year compulsory education; using a descriptive qualitative approach based on Merilee S. Grindle's (1980) policy implementation model that highlights the dimensions of content of policy and context of implementation, data were obtained through in-depth interviews with various stakeholders, field observations, as well as analysis of official documents such as Perbup No. 40/2021 and Dindikpora reports; the findings show that NSM has proven effective in reducing ATS through holistic interventions that include accurate data collection via SIPMB, door-to-door verification, provision of KIP-BOSDA-CSR assistance, intensive PKBM mentoring, vocational training based on local needs, as well as the addition of 18 new PKBM units, so that as of November 2025 it has successfully returned 13,551 children to formal/non-formal education with a peak achievement of 7,191 children in 2025; the success is supported by the strong political commitment of the regent, clear regulations, solid cross-sectoral synergy, as well as innovative local community participation, while the main inhibiting factors include extreme poverty, persistent child marriage practices, geographical access challenges, as well as budget and bureaucratic limitations; overall, NSM has become a national best practice for completing 12-year compulsory education in areas with heavy structural constraints and has the potential to drive an increase in Pemalang Regency's Human Development Index (HDI) to the high category in 2028–2030.

Abstract

Employment is one of the fundamental pillars of national development because it directly affects economic stability, public welfare, and the quality of social life. In the context of an increasingly competitive labor market dynamic, issues such as worker rights protection, industrial relations, and the evaluation of effective employment policies are becoming increasingly crucial to address. These challenges are further complicated by structural changes, such as digitalization, globalization, and the shift in corporate orientation toward efficiency and labor flexibility. This study aims to evaluate employment policies at the garment company PT X in Jepara Regency and assess the extent to which national regulations and company policies are able to ensure the protection of workers’ rights and welfare. Using a descriptive qualitative method based on James Anderson’s theory of systematic policy evaluation through in-depth interviews, observations, and document analysis, this study provides an empirical description of the implementation of workers’ rights in the context of the manufacturing industry. The study shows that the company has fulfilled several normative obligations such as paying wages according to the regional minimum wage (UMK), registering workers in social security programs (BPJS), providing safety equipment, and recognizing labor unions. However, these fulfillments remain administrative in nature and are not yet oriented toward substantive welfare. Wages do not yet reflect a decent standard of living, the occupational safety and health culture remains weak, leave rights are rarely used due to production pressure, and labor unions are not fully independent. The study emphasizes the existence of a gap between regulatory norms and implementation realities in the field. This research contributes by showing that the main problem does not lie in the regulations but in weak supervision and unequal power relations. The practical implications underline the need for strengthening substantive supervision, increasing the capacity of labor unions, and improving company policies to realize fair industrial relations.
