Program Parkir Berlangganan merupakan salah satu inovasi pelayanan publik yang dikembangkan Pemerintah Kabupaten Cianjur untuk meningkatkan kualitas layanan perparkiran sekaligus mengoptimalkan Pendapatan Asli Daerah (PAD). Namun, pelaksanaan program ini masih menghadapi berbagai kendala yang berpotensi memengaruhi efektivitas pencapaian tujuan program. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Program Parkir Berlangganan di Kabupaten Cianjur menggunakan model evaluasi CIPP (Context, Input, Process, Product) yang dikembangkan oleh Stufflebeam. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi.Informan dipilih secara purposive, meliputi pejabat Dinas Perhubungan, staf teknis, petugas lapangan serta masyarakat peserta dan nonpeserta program. Hasil penelitian menunjukkan bahwa pada dimensi context, program telah sesuai dengan kebutuhan daerah karena didukung oleh tingginya jumlah kendaraan bermotor dan kebutuhan pengelolaan parkir yang lebih efektif. Pada dimensi input, program telah memiliki regulasi, sumber daya manusia, sarana pendukung, aplikasi SIMPARKIR, dan prosedur pelayanan yang cukup memadai. Namun, pada dimensi process, pelaksanaan program masih menghadapi kendala berupa keterbatasan sosialisasi, rendahnya partisipasi masyarakat, belum optimalnya penggunaan aplikasi, serta masih adanya praktik parkir ilegal. Pada dimensi product, program telah memberi manfaat bagi peserta, tetapi belum optimal dalam meningkatkan kepesertaan dan penerimaan daerah. Oleh karena itu, penguatan sosialisasi, pengawasan lapangan, penertiban parkir ilegal, dan peningkatan kepercayaan masyarakat menjadi faktor penting untuk meningkatkan efektivitas Program Parkir Berlangganan di Kabupaten Cianjur. Abstrak The Subscription Parking Program is one of the public service innovations developed by the Cianjur Regency Government to improve the quality of parking services while optimizing Local Own Revenue (PAD). However, the implementation of this program still faces various obstacles that could potentially affect the effectiveness of achieving the program’s objectives. This study aims to evaluate the implementation of the Subscription Parking Program in Cianjur Regency using the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam. This study employed a qualitative approach with a descriptive method. Data were collected through interviews, observation, and documentation. Informants were selected purposively, including Transportation Agency officials, technical staff, field officers, as well as community members who were and were not participants of the program. The results show that in the context dimension, the program was aligned with regional needs, supported by the high number of motor vehicles and the need for more effective parking management. In the input dimension, the program had adequate regulations, human resources, supporting facilities, the SIMPARKIR application, and service procedures. However, in the process dimension, the program’s implementation still encountered obstacles in the form of limited socialization, low community participation, suboptimal use of the application, and the persistence of illegal parking practices. In the product dimension, the program had provided benefits to participants, but had not yet been optimal in increasing membership and regional revenue. Therefore, strengthening socialization, field supervision, eradication of illegal parking, and increasing public trust are important factors for improving the effectiveness of the Subscription Parking Program in Cianjur Regency.
