Abstract

This study aims to analyze the position of Baitul Mal as a constitutional financial institution within the Islamic system of governance and its relevance to modern state financial institutions. The research employs a library research method with a descriptive-analytical approach through the examination of literature, documents, and Islamic legal sources related to public finance management. The findings reveal that Baitul Mal plays a strategic role in collecting, managing, and distributing public funds based on the principles of justice and public welfare. Furthermore, Baitul Mal possesses structural and functional legitimacy as part of the Islamic governmental system in carrying out state fiscal functions. This study concludes that Baitul Mal can be understood as a financial institution with constitutional dimensions and remains relevant to modern public financial management, particularly in promoting accountable, equitable, and welfare-oriented financial governance. Penelitian ini bertujuan untuk menganalisis kedudukan Baitul Mal sebagai lembaga keuangan konstitusional dalam sistem pemerintahan Islam serta relevansinya dengan lembaga keuangan negara modern. Metode yang digunakan adalah penelitian kepustakaan dengan pendekatan deskriptif-analitis melalui kajian berbagai literatur, dokumen, dan sumber hukum Islam yang berkaitan dengan pengelolaan keuangan negara. Hasil penelitian menunjukkan bahwa Baitul Mal memiliki fungsi strategis dalam menghimpun, mengelola, dan mendistribusikan keuangan publik berdasarkan prinsip keadilan dan kemaslahatan. Selain itu, Baitul Mal memiliki legitimasi struktural dan fungsional sebagai bagian dari sistem pemerintahan Islam yang menjalankan fungsi fiskal negara. Penelitian ini menyimpulkan bahwa Baitul Mal dapat dipahami sebagai lembaga keuangan yang memiliki dimensi konstitusional dan memiliki relevansi dengan pengelolaan keuangan publik modern, terutama dalam mewujudkan tata kelola keuangan yang akuntabel, adil, dan berorientasi pada kesejahteraan masyarakat.

Abstract

Qiraat al-Quran is a branch of science that studies the various methods of reading the Qur'an obtained from the Prophet Muhammad SAW through reliable channels. The purpose of this study is to reveal the meaning of Qiraat, establish the correct systematic rules regarding Qiraat, explain the various levels in Qiraat, describe the types of Qiraat, and explain the reasons behind the differences that exist, as well as highlight the significance of the study of this field. The results of the study indicate that a recognized Qiraat must meet three main requirements: in line with the rules of correct Arabic, in accordance with the rasm Uthmani, and have a valid sanad. Differences in Qiraat arise as a result of history and varying dialects among the Companions. Studying Qiraat is very important to maintain the authenticity of the Qur'an, deepen the meaning of its verses, and avoid fanaticism towards a particular reading method.
