Abstract

Governance in Palembang City faces challenges regarding the suboptimal implementation of dynamic and collaborative governance in development planning. This study aims to analyze the dynamic governance approach carried out by the Bappeda Litbang of Palembang City using Neo and Chen’s framework, which encompasses three core thinking capabilities, that is thinking ahead, thinking again, and thinking across. A qualitative descriptive method was employed, with data gathered through triangulation techniques, including participant observation, in depth interviews, and documentation studies. The findings indicate that Bappeda Litbang has implemented dynamic governance approach fairly well. The thinking ahead capability is reflected in the formulation of long-term development plans aligned with national and provincial policies, as well as the utilization of integrated data systems and the Satu Data Indonesia framework. The thinking again capability is manifested through periodic evaluation mechanisms conducted quarterly, annually, and per planning period which are integrated into development planning documents. Meanwhile, thinking across is evident in cross agency coordination and broad stakeholder engagement through various forums. Nevertheless, the coordination process still encounters constraints regarding the consistent attendance of authorized decision-makers in coordination forums. Consequently, the standardization of cross sector participation mechanisms and the utilization of digital platforms are essential to achieve better policy integration and sustainable development planning in Palembang City.
