Abstract

This study analyzes the role and perceptions of communities, as well as village strengthening strategies, in mitigating and adapting to hydrometeorological climate change in three villages in Banjar Regency: Rampah, Pengaron, and Munggu Raya. The methods used included observation, interviews, participatory mapping, a Likert scale, and a SWOT analysis. The results indicate that the three villages face major obstacles in the form of low participation in policy planning, weak institutions, minimal flood management regulations, and limited budgets. However, they have significant opportunities through government support, village funds, and a culture of mutual cooperation. Community roles and perceptions are categorized as moderately influential, with an average index of 47.93, indicating strong involvement in technical aspects but still weak in strategic aspects. The SWOT analysis places all villages in Quadrant I (S-O Strategy), recommending aggressive strategies such as community capacity building, institutional strengthening, environmental conservation, and integration of climate adaptation into village development planning.

Abstract

Climate change is one of the global environmental issues that has gained increasing attention in recent decades. The rising concentration of greenhouse gases in the atmosphere has led to alterations in the Earth’s climate system, characterized by an increase in global air temperatures, changes in rainfall patterns, and a higher frequency of extreme weather events. This study aims to analyze trends in rainfall and extreme air temperature as indicators for detecting climate change in Banjarbaru City. The data used consist of long-term climatological records from 1995 to 2024 obtained from the BMKG Meteorological Station Syamsudin Noor Banjarmasin. The results indicate an increasing trend in both rainfall and air temperature in Banjarbaru City during the observation period, suggesting the occurrence of climate change. The Oldeman agroclimatic classification shows that Banjarbaru City has consistently exhibited a C2 climate type over the past 30 years. However, there has been an increase in the number of wet months, from 5 months in the first decade to 6 months in both the second and third decades.
