Abstract

Forests have important ecological, economic, and socio-cultural roles for communities; however, their management often triggers conflicts between local communities and companies. This study aims to analyze the factors causing conflict and its characteristics between the Sepa Village community and PT. Bintang Lima Makmur in forest management. The research employed a descriptive qualitative method with purposive sampling involving 30 respondents consisting of community members and company employees. Data were collected through observation, questionnaires, interviews, literature study, and documentation, and analyzed using the Miles and Huberman model. The results show that the conflict is driven by three main factors: economic aspects (50% of respondents indicated high wage-related conflicts due to wage discrepancies, delays, and lack of transparency), environmental aspects (90% of respondents perceived moderate to high environmental impacts, including deforestation, pollution, and habitat degradation), and socio-cultural aspects (70% of respondents reported high conflict related to customary forests and land rights due to disruption of living space and sacred values). The conflict is destructive in nature as it causes losses and tensions, but it also has constructive potential in encouraging solutions and positive changes.

Abstract

The management of customary forests is a strategic approach to integrating local knowledge and community traditions into natural resource management. Customary forests are not only essential for environmental sustainability but also hold significant social and cultural value for local communities. This study aims to examine the development of social forestry programs, analyze the level of community participation, and identify factors influencing community participation in the management of the Hukurila Customary Forest, Sirimau District, Ambon City. The research was conducted in October 2025 using a descriptive qualitative and quantitative approach. Data were collected through structured interviews with 30 households, key informants including customary leaders, village officials, and officers from the Social Forestry Agency, and analyzed using a Likert scale. The results indicate that the social forestry program has been implemented through the provision of Economic Productive Tools, particularly for sugar palm fruit (kolang-kaling) processing and the development of Bang Pesona, contributing to local economic improvement. The levels of community understanding and participation were categorized as high, especially during the planning and implementation stages, while participation in decision-making and evaluation remained moderate. Key supporting factors include the role of customary leaders, community knowledge, and trust in managing institutions, whereas limited economic incentives remain a major constraint.

Abstract

The Kebun Bibit Rakyat (KBR) is a form of government effort to support forest and land rehabilitation activities through a community empowerment approach. This study aims to determine the level and forms of community participation in the KBR program in Kaitetu Village, Leihitu District, Central Maluku Regency. The method used in this study is a mixed method. Quantitative data will answer questions about the level of participation using a Likert scale, while qualitative data will answer questions about the forms of participation using a descriptive approach. The data collection methods were surveys and interviews. The results of the study show that the level of community participation in the KBR program is in the high category (80%). The criteria for participation are in the aspects of implementation (21%), planning (20%), utilization (20%), evaluation (19%), and motivation (20%). Respondent factors such as age, education level, occupation, income, and number of dependents influence the level of community participation in this program. Community participation can be grouped into five types, namely: participation in ideas, participation in labor, participation in property, participation in skills and expertise, and social participation. The success of the KBR is highly dependent on the active involvement of the community in all aspects of the program.
