Abstract

Abstrak Pulau Tomia merupakan wilayah kepulauan di Kabupaten Wakatobi yang kondisi geologinya didominasi batuan karbonat, sehingga pemenuhan air bersih masyarakat sangat bergantung pada air tanah karst yang dimanfaatkan Yayasan Te'e Luo melalui sistem pemompaan berkapasitas 11 liter/detik. Pertumbuhan penduduk yang terus berlangsung diperkirakan akan meningkatkan kebutuhan air, sementara kapasitas produksi pompa relatif tetap, sehingga berpotensi menimbulkan ketidakseimbangan antara kebutuhan dan ketersediaan air di masa mendatang. Penelitian ini bertujuan menganalisis proyeksi jumlah penduduk, kebutuhan air bersih, ketersediaan air, serta neraca air di wilayah pelayanan hingga tahun 2045. Metode yang digunakan adalah deskriptif kuantitatif. Proyeksi penduduk dihitung menggunakan metode aritmatika, geometrik, dan regresi linear, kemudian dipilih metode terbaik berdasarkan koefisien korelasi Pearson dan standar deviasi residual. Kebutuhan air dihitung mengacu pada Kriteria Perencanaan Ditjen Cipta Karya, sedangkan ketersediaan air ditentukan dari kapasitas produksi aktual sistem pemompaan. Hasil penelitian menunjukkan metode regresi linear paling sesuai digunakan, dengan proyeksi penduduk mencapai 9.151 jiwa pada tahun 2045. Kebutuhan air rencana pada tahun tersebut diperkirakan 871,36 m³/hari, sedangkan ketersediaan air eksisting hanya 752,40 m³/hari. Sistem masih mampu memenuhi kebutuhan hingga tahun 2030, namun mulai defisit sejak 2031 dan terus meningkat hingga -118,96 m³/hari pada tahun 2045. Skenario penambahan waktu operasional pompa dari 19 jam menjadi 22 jam per hari mampu meningkatkan ketersediaan air menjadi 871,20 m³/hari, sehingga kebutuhan air dapat terpenuhi hampir seimbang hingga akhir periode proyeksi. Dapat disimpulkan bahwa pertumbuhan penduduk menjadi faktor utama peningkatan kebutuhan air, sedangkan kapasitas produksi yang tidak berkembang berpotensi menimbulkan defisit jangka panjang. Optimalisasi jam operasional pompa dapat menjadi solusi sementara, namun pengembangan sumber air dan peningkatan kapasitas sistem tetap diperlukan untuk keberlanjutan pelayanan air bersih di Pulau Tomia. As a result, the community's access to clean water heavily relies on karst groundwater, which is utilized by the Te'e Luo Foundation thru a pumping system with a capacity of 11 liters/second. The ongoing population growth is expected to increase water demand, while the pump production capacity remains relatively constant, potentially leading to an imbalance between water demand and availability in the future. This study aims to analyze the projections of population growth, clean water demand, water availability, and water balance in the service area until 2045. The method used is quantitative descriptive. Population projections are calculated using arithmetic, geometric, and linear regression methods, and the best method is selected based on the Pearson correlation coefficient and residual standard deviation. Water demand is calculated based on the Planning Criteria of the Directorate General of Human Settlements, while water availability is determined by the actual production capacity of the pumping system. The research results indicate that the linear regression method is the most suitable to use, with a projected population reaching 9,151 people by 2045. The planned water demand for that year is estimated at 871.36 m³/day, while the existing water availability is only 752.40 m³/day. The system can still meet the demand until 2030, but it starts to experience a deficit from 2031 and continues to increase to -118.96 m³/day by 2045. The scenario of extending the pump's operational hours from 19 hours to 22 hours per day can increase water availability to 871.20 m³/day, thereby meeting water needs almost evenly until the end of the projection period. It can be concluded that population growth is the main factor driving the increase in water demand, while the stagnant production capacity has the potential to cause a long-term deficit. Optimizing pump operational hours can be a temporary solution, but the development of water sources and the enhancement of system capacity are still necessary for the sustainability of clean water services on Tomia Island.
