Abstract

The phenomenon of aspirational policies in practice not only functions as an instrument to meet public needs, but also contains a political dimension that is inseparable from the relationship between people's representatives and constituents. The Kartu Indonesia Pintar (KIP) College Scholarship Program under the Hetifah Aspiration Initiative in Samarinda City serves as an example of a policy that embodies these dynamics. This study aims to analyze how the aspiration policy in the program is carried out as a practice of pork barrel politics in Samarinda City as part of the East Kalimantan constituency. This study uses a qualitative approach with a case study design. Data were obtained through in-depth interviews with documentation and literature studies. The analysis was carried out in a descriptive-analytical manner to reveal the pattern of aid distribution, the role of actors, and the relationship between public policy and political interests. The results of the study show that the KIP-K Aspirasi Hetifah Program not only plays an educational role as an education policy that expands access for underprivileged groups, but also reflects the practice of pork barrel politics. This can be seen from the targeting of certain groups, the linkage with the electoral district, the involvement of political actor networks, and the sustainability of programs that form long-term relationships between legislators and constituents. This program also encourages the formation of political engagement and strengthens the public's positive perception of the performance of the people's representatives. Thus, this policy can be understood as a social instrument as well as a strategy for political representation.

Abstract

angkalan is known as the “City of Santri,” characterized by a religious society that is obedient to religious scholars. In this context, Ibu Nyai emerges as a female religious leader with strong authority and charisma, not merely as the wife of a kiai. She plays a role in bridging women’s participation in the public sphere within a strongly patriarchal culture. The Bangkalan regional election (Pilkada) serves as a space for political participation as well as a contestation of cultural and religious influence. The involvement of Ibu Nyai in the campaign is an interesting subject of study to examine her role in practical politics through political 1Mahasiswa Ilmu Pemerintahan Universitas Diponegoro 2Dosen Ilmu Pemerintahan Universitas Diponegoro communication as a form of women’s representation. Cultural feminism is used as an analytical framework to understand her role, particularly in utilizing cultural legitimacy. This research employs a descriptive qualitative method through interviews with 17 informants and secondary data sources. The findings show that Ibu Nyai’s campaign is implicit in nature, utilizing socio-religious spaces and internal networks. Although it is non-confrontational and operates through cultural legitimacy, her influence is significant, as the solid and unified support of women voters is capable of shaping voter attitudes.

Abstract

The Dieng Geopark policy represents a governmental effort to promote area conservation through sustainable tourism by integrating conservation, education, and community economic development. However, the implementation of the Dieng Geopark policy involves multiple actors across sectors and administrative regions, thereby requiring effective collaboration among stakeholders. In practice, such collaboration faces various barriers that have the potential to affect policy effectiveness. This study aims to analyze the barriers to collaboration in the implementation of the Dieng Geopark policy and to examine their implications for the effectiveness of conservation policy. The research adopts a qualitative approach using a case study method. Data were collected through in-depth interviews, documentation, and literature review. Data analysis was conducted using the Collaborative Governance framework proposed by Ansell and Gash and the Stakeholder Salience theory developed by Mitchell, Agle, and Wood. The findings indicate that barriers to collaboration in the implementation of the Dieng Geopark policy are influenced by power imbalances among different levels of government, differences in stakeholder interests, and variations in perceived urgency toward the geopark policy. Power imbalances result in a predominantly hierarchical decision-making process, while differences in interests and urgency contribute to weak coordination, inconsistent implementation, and slow translation of policy into concrete actions on the ground. These barriers ultimately lead to the suboptimal achievement of integrated and sustainable conservation objectives within the Dieng Geopark policy.

Abstract

This study aims to analyze the advocacy practices carried out by the street vendors’ association (Paguyuban PKL) in the Simpang Lima area of Semarang City within the context of urban spatial regulation. Although the arrangement of street vendors has been formally regulated through local government policies and designated location decrees, empirical findings reveal that the implementation process involves informal interactions between the association and state actors. This research positions advocacy not merely as an articulation of interests, but as a strategy of power exercised within the arena of informal politics. This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews with association leaders and relevant stakeholders, field observations, and document analysis of related policies. The data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the street vendors’ association mobilizes social capital in the form of networks and informal relations with bureaucratic actors, as well as economic capital derived from their contribution to local economic activities, as instruments in negotiating spatial arrangements. Advocacy practices primarily operate through informal communication, negotiation, and bureaucratic discretion. In this context, advocacy functions as a mechanism for the production and reproduction of power in managing access to urban space. Consequently, public space, which is normatively categorized as a public good, undergoes a transformation toward the characteristics of a club good, where access and control are mediated by the association’s internal structure and power relations.

Abstract

Fulfillment of political rights is an essential part of the principle of democracy that guarantees equality for all citizens, including persons with disabilities. In practice, persons with disabilities still face various obstacles in participating in the political process, particularly in regional head elections. These obstacles include limited accessibility to polling stations, a lack of inclusive election outreach, and problems in registering voters with disabilities. This study aims to analyze the implementation of election outreach and education for persons with disabilities as participants in the regional elections in Semarang City and to assess the availability of accessibility for persons with disabilities in the election process. This study uses a qualitative research method with a descriptive approach. Data collection was conducted through observation, interviews, and documentation techniques with informants consisting of stakeholders at the Semarang City General Elections Commission (KPU), the disability community, and persons with disabilities as election participants. The results show that election organizers have made various efforts to fulfill the political rights of persons with disabilities through election outreach and education in collaboration with the disability community and the provision of several accessibility facilities at polling stations. However, several obstacles remain in its implementation, such as inaccurate data collection for voters with disabilities, limited physical accessibility at polling stations (TPS), and a lack of supporting facilities appropriate to the needs of various types of disabilities. These conditions have the potential to impact the level of political participation of people with disabilities in regional elections. Therefore, improvements are needed in the voter data collection system for people with disabilities, increased physical and non-physical accessibility, and strengthened election outreach to be more inclusive so that political participation for people with disabilities can be realized in a meaningful and equal manner.

Abstract

This study analyzes the participation and empowerment of women in the development of the Jurang Belimbing Art Thematic Village, Semarang City, based on the Semarang Mayor Regulation Policy Number 22 of 2018. The research background is based on gender inequality that is still prominent in community development. Women are often marginalized despite playing a vital role in the preservation of traditional art culture. This study highlights the importance of women's involvement as agents of change to achieve inclusive and sustainable development, considering that national and regional data show the significant contribution of women in the arts and culture sector. The research uses a gender perspective as a social construct, women's empowerment, and a ladder of community participation. The research method is qualitative with a case study approach, using data collection techniques through observation, in-depth interviews with informants, and analysis of policy documents and activity reports. The findings show women's participation is high at the operational level, but low at strategic planning, placing it at the level of tokenism. Empowerment programs such as arts and crafts training are incidental, with no ongoing support. The main challenges include patriarchal norms, the double burden of women, limited institutional resources, and the lack of regeneration of the younger generation. The conclusion states that the top-down policy of Guardian Regulation No. 22/2018 has not integrated gender mainstreaming, thereby reproducing inequality. This research offers novelty through critical gender critique on art-based local development, recommending structural reforms for women's substantive empowerment.

Abstract

Community empowerment is a strategic process to increase the community's independence, participation, and bargaining position in development. One of the empowerment instruments at the village level is the Village Community Empowerment Institution (LPMK) which acts as a government partner in accommodating aspirations, encouraging participation, and planning and supervising development in a participatory manner. However, the implementation of the role and function of LPMK in Lamper Kidul Village, South Semarang District, Semarang City, has not been running optimally due to various institutional and coordination constraints. Therefore, this study aims to analyze the role of LPMK in encouraging community participation to increase empowerment in Lamper Kidul Village. This study uses the institutional role of community empowerment as proposed by Alfitri (2011) with a descriptive qualitative method (Creswell, 2007). The research data was obtained through interview and observation techniques to explore in depth the role of LPMK Lamper Kidul in encouraging community participation. The results of the study show that the role of LPMK Lamper Kidul in encouraging community participation has not run optimally at all stages of empowerment. LPMK tends to function formally as a coordinator and distributor of information, without being balanced with active involvement in aspiration exploration, participatory planning, inclusive implementation, and systematic evaluation. Weak internal capacity, low transparency, limited communication, and lack of socialization have an impact on low public participation and trust. This condition causes community empowerment in Lamper Kidul Village to be more formalistic and has not been able to answer the real needs of residents.

Abstract

Women’s empowerment is important to study because women remain in a vulnerable position due to structural inequalities that limit their access to economic resources, basic services, and decision-making spaces. This vulnerability is particularly evident among marginalized women living in densely populated urban areas, such as the women residents of the Bandarharjo Public Housing Complex in Semarang, who rely on the informal sector and face limited access to empowerment programs. This study aims to evaluate the policy framework underpinning empowerment, identify program implementation, and examine the program’s impact on the transformation of marginalized women’s groups.The study employs a qualitative method with a critical approach, with data collection through field observations, in-depth interviews, and documentary analysis. Findings indicate that although Semarang Municipal Act No. 7 of 2023 was enacted as the legal framework, its implementation has not targeted specific settings and relies heavily on administrative requirements. Various empowerment programs exist, but their reach is limited by administrative data mechanisms; women’s participation remains passive. Structural transformation remains unachieved, as programs merely enable adaptation to vulnerability without altering women’s power dynamics or social positions.
