Abstract

The profession of Air Traffic Controller (ATC) at the Jakarta Air Traffic Service Center (JATSC) carries a critical responsibility for maintaining aviation safety in one of Southeast Asia’s busiest airspaces. Given the high-pressure environment in which ATCs operate, work motivation plays a vital role in sustaining performance and minimizing human error. This study aims to analyze the influence of career patterns on ATC work motivation at JATSC. Using a quantitative descriptive-correlational method, data were collected from 89 ATC personnel selected through purposive sampling. Primary data were obtained using a Likert-scale questionnaire supported by observation and documentation. Data were analyzed using descriptive statistics, Pearson correlation, and simple linear regression to test the hypothesis. The results revealed a significant positive relationship between career patterns and work motivation, indicating that clearer and more transparent career structures enhance motivation and performance. Moreover, respondents perceived that limited promotion opportunities and unclear advancement pathways could potentially decrease long-term motivation. The findings underscore the importance of implementing a structured and competency-based career management system to sustain ATC motivation and operational safety. These results provide empirical evidence and managerial implications for AirNav Indonesia to improve career development policies that promote fairness, transparency, and professional growth

Abstract

Weather conditions are one of the external factors that significantly affect air traffic performance, particularly during the rainy season in tropical regions such as Indonesia. This study aims to analyze the effect of weather parameters on air traffic performance during the rainy season at Jakarta Air Traffic Services Center (JATSC) and to identify which weather parameters have the most significant impact on flight operations. This research employed a quantitative approach with a correlational research design. Data were collected through structured questionnaires distributed to 93 respondents consisting of Air Traffic Controllers (ATC), aviation meteorologists, and airport operations managers, supported by secondary operational and meteorological data during the 2023–2024 rainy season period. The weather parameters analyzed included precipitation, visibility, wind speed and direction, cloud ceiling, lightning activity, air temperature, and relative humidity. The results indicate that visibility, precipitation intensity, lightning activity, and wind speed are the most influential weather parameters affecting air traffic performance, particularly in relation to flight delays, go-arounds, and flight cancellations. The study concludes that all weather parameters have a significant impact with varying levels of influence, highlighting the need for integrated operational management and weather mitigation strategies to enhance safety and efficiency in air traffic operations at JATSC.

Abstract

English communication proficiency is a critical requirement for ensuring safety in international aviation operations. Air Traffic Controllers (ATCs) in Indonesia are required to meet the ICAO English Language Proficiency (IELP) Level 4 standard; however, the failure rate of the IELP Test at the Jakarta Air Traffic Service Centre (JATSC) remains relatively high. This study aims to analyze the influence of internal factors on IELP test failure among ATCs at JATSC. The research employed a quantitative approach using a survey method. Data were collected from 50 ATCs selected through stratified random sampling based on work experience. Internal factors examined included basic English proficiency, motivation, language anxiety, self-confidence, learning style, and linguistic performance. Data were analyzed using descriptive statistics, normality testing, correlation analysis, and simple linear regression. The results indicate that internal factors have a significant influence on IELP test failure, with language anxiety, limited motivation, and insufficient linguistic performance emerging as dominant contributors. These findings suggest that internal psychological and cognitive aspects play a crucial role in determining IELP outcomes. The study concludes that targeted interventions focusing on strengthening internal factors are essential to improve IELP test success rates and enhance aviation communication safety at JATSC.
