Abstract

This study aims to analyze and reconstruct the performance appraisal system for educators and educational staff into a sustainable performance appraisal system at Madrasah Islamiyyah Manba'ul Huda Kabat in Banyuwangi. This study employs a qualitative approach with a case study design to analyze the development of a sustainable performance appraisal system at Madrasah Islamiyyah Manba'ul Huda in Kabat, Banyuwangi. The research was conducted over a period of one month through non-participant observation, semi-structured in-depth interviews, and a review of documents involving four informants selected through purposive sampling: the madrasah principal, the vice principal for curriculum, a senior teacher, and the administrative head. Data were analyzed using the Miles, Huberman, and Saldaña interactive model through the stages of open coding, axial coding, and selective coding, while data validity was strengthened through triangulation and member checking. The results of the study indicate that the performance appraisal system at Madrasah Islamiyyah Manba'ul Huda Kabat Banyuwangi has transformed from an administrative performance appraisal toward a sustainable performance appraisal system. This transformation was achieved through the reconstruction of a sustainability-based appraisal system, the implementation of continuous feedback, and the integration of appraisal results with professional competency development. These three elements form a performance management cycle that fosters reflection, learning, and the continuous enhancement of human resource capacity. This study reinforces the concept of sustainable performance appraisal by positioning appraisal as a strategic instrument in organizational learning and human resource development, and provides practical implications for managing a performance appraisal system that is more adaptive, collaborative, and oriented toward improving the quality of education.

Abstract

This study aims to analyze how the performance evaluation of educators and educational staff serves as a strategic tool in improving the quality of education by strengthening professionalism, enhancing the effectiveness of task performance, and continuously improving the quality of educational services. This study employs a qualitative approach using a case study design conducted at Muadalah Wustho Darussalam in Blokagung, Banyuwangi, over the course of one month. The study involved four informants selected through purposive sampling, consisting of the head of the institution, two educators, and one educational staff member. Data were collected through observation, semi-structured interviews, and documentation. Data analysis employed an interactive model encompassing data reduction, data presentation, and drawing conclusions using open coding, axial coding, and selective coding techniques. Data validity was tested through source triangulation, technique triangulation, and member checking to ensure the credibility of the research findings. The research results indicate that performance evaluation plays a strategic role in improving the quality of education by strengthening the professionalism of educators and educational support staff, developing human resources based on needs, and enhancing the quality of educational services. Performance evaluation serves not only as an assessment tool but also as a means of reflection and continuous improvement that fosters increased competence, discipline, and work responsibility. The evaluation results are utilized as the basis for developing more targeted coaching, training, and mentoring programs. These findings reinforce the perspectives of Performance Management, Human Capital Theory, and Total Quality Management, which hold that performance evaluation is an organizational development instrument that contributes to the continuous improvement of service quality and educational quality.

Abstract

This study aims to analyze and reveal how professional allowances provided through the teacher certification program contribute to teachers’ actual teaching productivity at Darussalam Junior High School in Blokagung, Banyuwangi. This study employs a qualitative approach using a case study design to analyze the contribution of professional allowances to teachers’ teaching productivity at Darussalam Junior High School in Blokagung, Banyuwangi. The research was conducted in May 2026, involving four informants selected through purposive sampling, consisting of the principal, the vice principal for curriculum, and two certified teachers. Data were collected through observation, semi-structured interviews, and document analysis, then analyzed using the Miles, Huberman, and Saldaña interactive model through the stages of open coding, axial coding, and selective coding. Data credibility was ensured through source triangulation, methodological triangulation, and member checking. The results indicate that professional allowances can enhance teachers’ work motivation and sense of responsibility as professionals, but do not automatically increase teaching productivity. Learning productivity is more strongly influenced by teachers’ professional commitment, as reflected in their willingness to continue learning, innovate, and develop adaptive teaching strategies. This study emphasizes that the effectiveness of certification cannot be adequately measured solely by improvements in well-being or certificate ownership, but rather by teachers’ ability to actualize their competencies in teaching practice. These findings broaden the perspective on certification policy evaluation by positioning Teacher Professional Capital and Professional Commitment as the foundation for building a performance-based evaluation system aimed at continuously improving the quality of learning.

Abstract

This study aims to critically analyze how the limitations of a big data-based strategic human resource management (HRM) approach affect an organization’s ability to build resilience in the era of Black Swan events, through a case study at MTs Roudlotul Muta'allimin Simbar Tampo Cluring, Banyuwangi. This study employs a qualitative approach using a case study design at MTs Roudlotul Muta'allimin Simbar Tampo Cluring Banyuwangi during May 2026. Four informants were selected through purposive sampling, consisting of the school principal, the vice principal for curriculum, the administrative director, and a senior teacher. Data were collected through observation, in-depth interviews, and documentation. Data analysis utilized the interactive model proposed by Miles, Huberman, and Saldaña through data condensation, data presentation, and drawing conclusions, while data validity was tested through source triangulation, methodological triangulation, and member checking. The results of this study indicate that the implementation of data-driven strategic human resource management at MTs Roudlotul Muta’allimin Simbar Tampo Cluring Banyuwangi has not yet been able to optimally build organizational resilience in the face of uncertainty. The main findings identify three limitations: the illusion of predictability, the reproduction of structural bias, and algorithmic fragility, which indicate that reliance on historical data can reduce organizational adaptability. This study contributes to expanding the field of Strategic Human Resource Management by emphasizing that data should be positioned as a decision support tool, not a decision substitute. Consequently, HRM practices need to integrate data analytics with adaptive leadership, sensemaking, and professional judgment. Further research is recommended to test the Human-Centered Data-Driven Human Resource Management model across various organizational contexts.
