Abstract

Drug abuse in Indonesia should no longer be viewed solely as a criminal issue, but also as a health, social, psychological and humanitarian problem requiring comprehensive treatment. This community service activity aimed to improve public understanding regarding rehabilitation as a health-based approach for drug addicts and to strengthen awareness of restorative justice and social reintegration. The activity was conducted at Wisma Bhisma YAKITA, Ciawi Bogor, on May 23, 2026, involving drug addicts undergoing rehabilitation, former addicts in recovery, families, healthcare workers, counsellors, academics, students, and community members. The program applied a participatory educational method integrating health communication and health law approaches. The materials included rehabilitation law, restorative justice, therapeutic communication, community-based recovery, aftercare, and the 12 Steps Recovery Program. The implementation methods consisted of interactive lectures, group discussions, motivational counselling, psychosocial approaches, experience sharing, and case-based presentations. The results showed that participants initially viewed rehabilitation mainly as an alternative punishment rather than a comprehensive recovery process. After the program, participants demonstrated improved understanding regarding addiction as a chronic health condition requiring long-term recovery, empathetic communication, family support, and sustainable aftercare. The activity also highlighted the importance of multidisciplinary collaboration among families, healthcare workers, rehabilitation institutions, communities, and law enforcement agencies in creating a humane and justice-oriented rehabilitation system.

Abstract

Indonesian Migrant Workers (Pekerja Migran Indonesia-PMI) constitute a vulnerable population that frequently encounters family-law problems, particularly marriages that are religiously valid but not formally registered. From a legal standpoint, marriage registration is mandatory as an instrument to ensure legal certainty and family protection. In practice, however, many PMI marriages abroad remain unregistered due to limited access to legal information, cross-border administrative barriers, institutional fragmentation, and jurisdictional differences. This situation creates legal uncertainty regarding the status of spouses and children, obstructing the fulfillment of civil rights, access to public services, and family-law protections, thus undermining the state’s mandate to protect PMI and their families. This cross-border Community Service Program (Pengabdian kepada Masyarakat-PKM) aims to bridge the gap between legal norms and lived realities through an integrated itsbat nikah (judicial marriage validation) service model implemented in Kuching, Malaysia. The program employs a socio-legal approach using a participatory community-engagement design combined with applied doctrinal legal research. Data were collected through regulatory review, field observation, limited interviews with PMI and stakeholders, and administrative and legal assistance. Qualitative analysis connected the regulatory framework of marriage, civil registration, and migrant-worker protection with legal service delivery and the social impacts experienced by migrant families. The program’s outcomes indicate that an integrated itsbat nikah model enhances legal certainty for PMI families through judicial validation of marriage and the integration of legal documentation into civil registration processes. The program recommends strengthening cross-border integrated legal services and updating technical policies to better address the structural vulnerabilities of PMI as part of broader efforts to expand access to justice.

Abstract

The transformation of global tourism has shifted the paradigm from mass tourism to experience tourism, emphasizing meaningful experiences as the core value of travel activities. In this context, culture is no longer viewed merely as a tourism attraction but as a communication medium that creates memorable experiences for visitors. Tenganan Pegringsingan Village in Karangasem Regency, Bali, as one of the oldest Bali Aga communities that preserves its traditional social system, customary law (awig-awig), religious rituals, Mekare-kare (Pandan War) tradition, and Gringsing weaving heritage, possesses significant potential for the development of experiential cultural tourism. However, the growth of the tourism industry has also generated challenges, including cultural commodification, diminishing symbolic meanings of traditions, and the predominance of attraction-oriented tourism management over participatory cultural experiences. This community engagement program aims to reconstruct a cultural tourism model through the Experiential Cultural Communication approach, integrating cultural preservation, experiential communication, and community empowerment. The program employed participatory methods, including participatory observation, focus group discussions (FGDs), cultural storytelling training, cultural interpretation assistance, and capacity-building activities for local communities in managing community-based tourism communication. The findings reveal that Bali Aga culture can function as a medium of experiential communication that generates sensory, emotional, intellectual, relational, and transformational experiences for visitors. This approach not only strengthens the cultural identity of the Tenganan Pegringsingan community but also promotes sustainable tourism centered on local participation. The Experiential Cultural Communication model offers a strategic alternative for preserving cultural authenticity while enhancing educational, participatory, and sustainable tourism experiences. Consequently, this reconstruction seeks to position tourists

Abstract

Equal access to justice for persons with disabilities requires more than formal recognition of equality before the law; it also requires accessible legal information, reasonable accommodation, effective communication, and adequate legal assistance. The Kolok community in Bengkala Village, Buleleng Regency, Bali, has distinctive linguistic and communication characteristics that necessitate an inclusive approach to legal education. This community service program aims to strengthen legal literacy regarding the Indonesian Criminal Code (KUHP), Criminal Procedure Law (KUHAP), the rights of persons with disabilities in judicial processes, and mechanisms for accessing legal aid. The program adopts a participatory and inclusive legal education approach through preliminary needs assessment, accessible legal counseling, interactive discussions, case-based learning, simulations of interactions with law enforcement officers, legal consultation, and pre-test and post-test evaluation. Communication methods and educational materials are adapted to the needs of the Kolok community to ensure meaningful participation and substantive equality in accessing legal information. The program introduces the Kolok Legal Access (KOLA) model, which integrates legal literacy, accessible communication, disability rights, community-based legal assistance, and collaboration among universities, village government, legal aid organizations, disability advocates, and relevant stakeholders. The expected outcomes include increased understanding of criminal law and procedural rights, improved awareness of disability rights and reasonable accommodation, greater knowledge of legal aid mechanisms, and strengthened community capacity to respond to legal problems. This initiative is expected to contribute to the development of a sustainable, inclusive, and community-based access-to-justice model for persons with disabilities in Indonesia.
