Abstract

Studi ini bertujuan untuk menganalisis peran teknologi dan regulasi pemerintah dalam implementasi layanan rehabilitasi fisik bagi penyandang disabilitas guna menciptakan sistem layanan yang efektif, adaptif, dan adil. Studi ini menggunakan metode kualitatif dengan pendekatan Tinjauan Literatur Sistematis (SLR) yang mengidentifikasi, mengevaluasi, dan menginterpretasikan hasil studi terkait dari basis data Dimensions dan Scopus selama 10 tahun terakhir (2015–2025). Hasil studi menunjukkan bahwa keberhasilan implementasi program rehabilitasi sangat bergantung pada sinergi antar pemangku kepentingan, dukungan kepemimpinan, desain program yang adaptif, dan regulasi pemerintah yang jelas dan responsif. Lebih lanjut, tantangan implementasi juga muncul dari keterbatasan sumber daya, kompleksitas regulasi, dan kebutuhan akan pelatihan staf yang berkelanjutan. Sinergi multi-sektor dan penguatan ekosistem teknologi komunikasi merupakan kunci untuk meningkatkan kualitas layanan rehabilitasi fisik inklusif. Studi ini merekomendasikan pengembangan model kolaborasi multi-sektor yang efektif, penguatan regulasi adaptif, dan strategi pemberdayaan pasien untuk mendukung keberhasilan implementasi program rehabilitasi. Temuan ini memberikan kontribusi penting bagi para pembuat kebijakan dan praktisi dalam merancang kebijakan rehabilitasi yang adil dan berkelanjutan. Abstract This study aims to analyze the role of technology and government regulations in the implementation of physical rehabilitation services for people with disabilities to create an effective, adaptive, and equitable service system. This study uses a qualitative method with a Systematic Literature Review (SLR) approach that identifies, evaluates, and interprets the results of related studies from the Dimensions and Scopus databases over the past 10 years (2015–2025). The study results indicate that the successful implementation of rehabilitation programs is highly dependent on synergy between stakeholders, leadership support, adaptive program design, and clear and responsive government regulations. Furthermore, implementation challenges also arise from limited resources, regulatory complexity, and the need for ongoing staff training. Multi-sector synergy and strengthening the communication technology ecosystem are key to improving the quality of inclusive physical rehabilitation services. This study recommends the development of an effective multi-sector collaboration model, strengthening adaptive regulations, and patient empowerment strategies to support the successful implementation of rehabilitation programs. These findings provide important contributions to policymakers and practitioners in designing equitable and sustainable rehabilitation policies.

Abstract

The principle of meritocracy is an important foundation for professional, accountable, and integrity-based governance. However, in the Indonesian context, the implementation of this principle still faces various challenges, both structurally, culturally, and institutionally. Although the bureaucratic reform agenda has been rolled out, the integration of meritocracy into public policy has not been optimal. Therefore, a systematic study is needed to evaluate the practice of meritocracy in order to identify achievements, obstacles, and opportunities for strengthening merit-based policies. This study aims to evaluate the practice of meritocracy in public policy in Indonesia through a Systematic Literature Review (SLR) approach combined with bibliometric and psychometric analysis. This study reviews various research results from 2015-2024 obtained from the Scopus and Dimensions databases. Selection was based on publication quality, topic relevance, and full-text availability in Indonesian and English. The study results show a thematic focus on bureaucratic reform, public human resource management, and performance-based governance. Bibliometric mapping shows that meritocracy research is still scattered and has not been optimally integrated across sectors. Psychometric approaches are also rarely used, especially in developing instruments for measuring perceptions and practices of merit at the organizational and individual levels. The study's conclusions emphasize the importance of strengthening meritocracy through a multidimensional evaluative approach. Psychometric instruments are needed that are contextual and sensitive to the culture of public organizations in Indonesia. Furthermore, cross-disciplinary collaboration, the use of information technology, and consistent institutional reform are prerequisites for realizing effective meritocratic policies. These findings are expected to form the basis for formulating more adaptive and justice-oriented public policies and improving public service performance.
