Abstract

This study aims to develop a web-based Decision Support System to assist the allocation of teachers to subjects at Madrasah Ibtidaiyah Nurul Huda. The main problem addressed in this study is the manual teacher allocation process, which leads to subjectivity, mismatch of expertise, and imbalance in workload distribution. The system is designed to improve objectivity and efficiency in decision-making based on several criteria, namely educational background, competence, teaching experience, and teaching hour availability. The method applied in this study is the Simple Additive Weighting (SAW) method, a multi-criteria decision-making technique that calculates preference values based on predetermined criteria weights. The contribution of this study lies in the implementation of a specialization-based grouping approach in the SAW calculation process, resulting in rankings that are more relevant to subject requirements. The results show that in the general field, alternative A6 achieved the highest preference value of 0.948, while in the Islamic studies field, alternative A4 obtained a value of 0.958. The system is able to generate objective allocation recommendations and produces results consistent with manual calculations. Usability testing resulted in a score of 84.2%, which is categorized as very good, indicating that the system is feasible to support faster, more transparent, and efficient decision-making.

Abstract

The procurement system for goods and services in hospitals requires the support of quality applications so that the vendor management and procurement process can take place efficiently and transparently. In the implementation of the Vendor Management System (VEMANIS) at RSAB Harapan Kita, several operational problems were still found, such as inconsistencies and delays in updating vendor information, as well as inconsistent system responses in supporting the procurement process. These conditions indicate the need for system quality evaluation based on user perceptions. This study aims to analyze the effect of website quality on procurement effectiveness using the WebQual 4.0 approach which includes three main dimensions, namely Usability, Information Quality, and Service Interaction Quality. The research method used was quantitative with data collection through questionnaires to 100 VEMANIS system users. Data analysis was carried out using SPSS through validity tests, reliability tests, classical assumption tests, and multiple linear regression. The results showed that Information Quality (p = 0.030) and Service Interaction Quality (p = 0.001) had a significant effect on procurement effectiveness, while Usability* (p = 0.127) did not show a statistically significant effect. These findings indicate that the quality of information and service interactions within the system play a more dominant role in supporting procurement process effectiveness than ease of use. Therefore, improving the quality of information updates and the reliability of system service interactions are priority factors in the development of VEMANIS to support a more effective procurement process in the hospital environment.
