Abstract

Literature review shows that legitimacy is an important factor in the success of education policy implementation because it determines the level of public acceptance, support, and participation toward established policies. However, various education policies still face challenges such as resistance from certain groups, differences in interests, and ineffective communication between policymakers and the public. This study aims to analyze the concept of education policy legitimacy, its importance, the legitimacy process, and various problems that arise in its implementation. The study uses a library research method by reviewing relevant books, scientific journals, and documents. Data were analyzed descriptively and qualitatively through the processes of data collection, reduction, presentation, and conclusion drawing. The results show that legitimacy functions to provide validity to policies, increase public participation, reduce potential conflicts, and support the sustainability of education policy implementation. The legitimacy process is carried out through public consultation, obtaining community support, involving community leaders, deliberation, and policy refinement before formal approval. This study concludes that effective communication, transparency, and active public participation are the main factors in realizing strong legitimacy of education policy so that policy implementation can run more effectively and sustainably.
