Abstract

Higher education serves as a fundamental pillar in developing competitive, ethical, and high-quality human resources. In accordance with Law No. 12 of 2012 on Higher Education, the Indonesian government is obligated to expand access and learning opportunities for all citizens. One of the strategic initiatives to achieve this goal is the Smart Indonesia Card for College (Kartu Indonesia Pintar – KIP Kuliah) program, which provides educational assistance to outstanding students from low-income families, enabling them to pursue higher education without financial burden. This study aims to analyze the recruitment model of KIP Kuliah scholarship recipients at the Islamic University of Jember and to evaluate its effectiveness based on the official guidelines of the Ministry of Education, Culture, Research, and Technology. This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and document analysis involving scholarship administrators, academic advisors, and student beneficiaries. Data were analyzed using the Miles, Huberman, and Saldaña interactive model, consisting of data reduction, data display, and conclusion drawing. The findings reveal that the recruitment process for KIP Kuliah recipients at the Islamic University of Jember has been systematically implemented in accordance with national guidelines. The selection stages include administrative screening, academic potential tests, interviews, and additional assessments on Ahlussunnah wal Jama’ah theological understanding and Qur’an reading ability—reflecting the Islamic values embedded in the university’s character education. The program has effectively enhanced access to higher education, fostered learning motivation, and promoted upward social mobility among students from economically disadvantaged backgrounds. Nevertheless, several challenges remain, such as mismatches between socioeconomic data and the Integrated Social Welfare Data (DTKS), limited digital literacy, and administrative complexity. Therefore, capacity building for program implementers, the development of data-driven selection systems, and continuous evaluation are crucial to ensure that the KIP Kuliah program becomes more transparent, accountable, and effectively targeted. Keywords: Recruitment, Smart Indonesia Card (KIP Kuliah), Higher Education, Education Policy, Equity in Access.

Abstract

Environmental degradation of Lake Maninjau caused by human activities, particularly from floating net cage (FNC) practices, has resulted in significant ecosystem degradation and has become a concern for the local government. This study aims to evaluate the implementation of Lake Maninjau conservation management policies as stipulated in Agam Regency Regulation No. 5 of 2014 on the Conservation of Lake Maninjau. This study employs a literature review approach based on William N. Dunn's theory of public policy evaluation. The study is qualitative-descriptive in nature, using content analysis methods to examine policy documents, evaluation reports, and relevant academic studies. The results of the study indicate that the implementation of Agam Regency Regulation No. 5 of 2014 on the Conservation of Lake Maninjau has not been optimal. An evaluation of six policy indicators—effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy— These evaluations indicate that the policy faces various structural and social barriers. Dominant inhibiting factors include low public awareness and participation, weak supervision and law enforcement, the absence of zonation in the area, insufficient resource support, and the high socio-economic complexity of the community, which remains dependent on the KJA sector.Keywords: Public Policy;  Environmental Conservation; Policy Evaluation; Lake Maninjau

Abstract

Economic development in developing countries, including Indonesia, faces a fundamental paradox between the pursuit of economic growth and the escalating crisis of environmental protection. Development strategies that prioritize economic expansion, natural resource exploitation, and accelerated investment have contributed significantly to environmental degradation, such as deforestation, pollution, and the increasing frequency of ecological disasters. This condition reflects a persistent gap between normative commitments to sustainable development and actual policy implementation. This study aims to analyze the development paradox and environmental protection crisis in Indonesia from the perspective of public policy and environmental governance. The research employs a qualitative approach using a literature review method, examining academic journals, policy documents, and official reports from national and international institutions. Data are analyzed through thematic content analysis to identify key patterns and structural issues within development and environmental policies. The findings indicate that Indonesia’s environmental protection crisis is structural in nature, driven by weak law enforcement, overlapping regulations, limited institutional coordination, and largely formalistic public participation. This development paradox has resulted in heightened socio-ecological risks and environmental injustice. The study emphasizes the necessity of reorienting development paradigms toward an integrative sustainable development approach, where strengthened environmental governance becomes a fundamental prerequisite for long-term welfare sustainability and social equity in Indonesia.Keywords: development paradox, environmental protection, public policy, environmental governance, Indonesia.
