Abstract

This study examines the socio-economic conditions of fishermen in Lake Sentani, Jayapura Regency, with a focus on challenges and local wisdom-based strategies to improve their welfare. Lake Sentani, as a major natural resource, has great potential in the fisheries and tourism sectors, but fishermen face problems such as resource exploitation, pollution, and limited access to technology. This study used multiple regression analysis. The results show a dependence on traditional fishing, low productivity, and capital and marketing constraints. Factors such as education, experience, capital, and access to facilities significantly influence fishermen's welfare. Existing fisheries policies remain weak in terms of socialization and oversight. To improve welfare, income diversification, technology adoption, and capacity building for fishermen are needed. Local wisdom-based strategies include pollution management, zoning management, business literacy, and the development of environmentally friendly and sustainable local fisheries value chain-based business models. Collaboration between business actors and digital technology is crucial to expanding markets and improving fishermen's welfare.⁠

Abstract

Large capture-fisheries and aquaculture potential in Papua Province has yet to meet the reality of regional development based on fisheries, due to infrastructure gaps, limited value-added processing, weak institutions, and continuous external risks. This study assesses the regional-based fisheries potential development strategy in Papua Province to increase coastal community welfare without compromising resource sustainability. Secondary data from the period of 2003–2024 are combined with stakeholder inputs from surveys, interviews, and focus group discussions and analyzed by using a SWOT framework supported by IFAS–EFAS weighting to identify strategic priorities. The mean IFAS score revealed that internal strengths (3.27) outweighed weaknesses (1.53), largely attributed to abundant fish resources, emerging fishing/processing technologies, government support, market potential, and local wisdom of coastal areas. Results from EFAS revealed that the mean opportunities (3.16) outweigh threats (1.81), particularly export demand, progress in technology, government programs, and digital marketing prospects, although illegal fishing, overfishing pressures, climate variability, and conflict over fishing grounds remained the key concerns. The position here is in the first quadrant, denoting an area where the fishery can grow well and indicates the need to focus more on Strength-Opportunity (SO) plans involving the optimization of export-directed manufacturing, the enhancement of fish processing facilities to increase value addition to fish, and the use of e-commerce and online marketing, as well as the use of local economic institutions to improve fish distribution, and the development of networks based on local culture to ensure superior processed fish products.

Abstract

The development of industrial estates plays a strategic role in supporting economic growth and industrial competitiveness in emerging economies, including Indonesia. However, increasing environmental pressures and sustainability demands require industrial estate development to be supported by effective governance, innovative public policies, and environmentally oriented investment. This study aims to examine the effect of environmental governance, public policy innovation, and green investment on the performance of industrial estate development in Indonesia. A quantitative research approach was employed using primary data collected from 85 respondents involved in industrial estate management, regulation, and development. Data were gathered through a structured questionnaire measured on a Likert scale and analyzed using multiple linear regression with SPSS version 25. The results indicate that environmental governance has a positive and significant effect on industrial estate development performance, followed by public policy innovation and green investment. The regression model explains 54.9% of the variance in development performance, indicating a substantial explanatory power. These findings demonstrate that strong environmental governance, adaptive policy frameworks, and strategic green investment are critical drivers of sustainable and high-performing industrial estate development. This study provides empirical evidence to support sustainability-oriented industrial policies and offers practical implications for policymakers, industrial estate developers, and investors in promoting green and competitive industrial growth in Indonesia.

Abstract

This study aims to analyze the impact of renewable energy development, supporting infrastructure, and policy support on the sustainability of rural areas in Papua. A quantitative approach was applied using survey data collected from 140 respondents through structured questionnaires measured on a five-point Likert scale. Data analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS 3) to evaluate the measurement model and structural relationships among variables. The results indicate that renewable energy development and supporting infrastructure have a positive and significant influence on rural sustainability, highlighting the importance of energy access and infrastructure readiness in improving socio-economic and environmental conditions in rural communities. Supporting infrastructure emerges as the strongest predictor, suggesting that connectivity and operational support systems play a crucial role in ensuring long-term development outcomes. Meanwhile, policy support shows a positive but statistically insignificant effect, indicating that existing policies may require stronger implementation and alignment with local needs. The model demonstrates adequate validity, reliability, and predictive relevance, confirming its robustness in explaining sustainability outcomes. This study contributes to sustainable rural development literature by integrating technological, structural, and institutional perspectives, and provides practical implications for policymakers and stakeholders in designing more effective strategies to strengthen rural resilience and sustainability in Papua.

Abstract

This study develops and empirically tests a regenerative regional development model integrating ecosystem-based development, community participation, and environmental policy in Papua, Indonesia. Regenerative development extends beyond conventional sustainability by emphasizing ecosystem restoration, social inclusion, and institutional effectiveness within socio-ecological systems. Despite its growing conceptual relevance, empirical validation of integrated regenerative models in peripheral and ecologically sensitive regions remains limited. Using a quantitative explanatory design, primary data were collected from 110 stakeholders involved in regional development and environmental governance in Papua and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results indicate that environmental policy plays a central and dominant role in shaping regenerative regional development, demonstrating a strong and significant direct effect. Community participation and ecosystem-based development do not show significant direct effects on regenerative outcomes; however, both exert significant indirect effects through environmental policy. These findings confirm the mediating role of environmental policy as an institutional mechanism that translates ecological principles and participatory processes into measurable regenerative outcomes. The model explains 64.8% of the variance in regenerative regional development and demonstrates strong predictive relevance. The study contributes theoretically by operationalizing regenerative development into measurable constructs, methodologically by applying SEM-PLS to an integrated socio-ecological framework, and practically by providing evidence-based guidance for policymakers seeking inclusive and ecologically grounded development pathways in Papua and similar regions.
