Abstract

The Yogyakarta Provincial Government has sought to improve public services by applying agile governance principles, with particular emphasis on transforming population administration services, including the provision of the Electronic Identity Card (e-KTP) through the Population and Civil Registration Office (Disdukcapil). Despite relatively adequate infrastructure, the implementation of e-KTP services continues to face persistent technical and administrative challenges. This study employs a qualitative research approach using secondary data analysis. Data were gathered from academic journals, government reports, official policy documents, and reputable online media sources. Content analysis was applied to examine the alignment between agile governance principles and e-KTP service delivery in Yogyakarta. The findings indicate that, although the e-KTP infrastructure is already well available, significant obstacles persist across six dimensions of service quality: information access, service time certainty, cost transparency, fairness in service delivery, bureaucratic integrity, and responsiveness to complaints. Innovations such as the drive-thru e-KTP service introduced by the Yogyakarta City Population and Civil Registration Agency represent positive steps toward more responsive public service delivery. However, structural deficiencies in SOP enforcement, geographic equity, and inter-agency coordination undermine the full realization of agile governance principles. Agile governance provides a viable framework for transforming e-KTP service delivery in Yogyakarta, but sustained reform requires clearer SOPs, stronger coordination, and greater community participation. These findings contribute to broader theoretical discussions on digital public service transformation in developing countries.
