This study aims to analyze the harmonization of the SATRIYA Governance Culture and the BerAKHLAK Core Values, as well as their impact on strengthening the performance of civil servants in the Organization Bureau of the Regional Secretariat of the Special Region of Yogyakarta. This study employs a qualitative descriptive approach, using primary data from interviews and secondary data from journal articles, reports, and other relevant literature. The data were then analyzed using the interactive model proposed by Miles, Huberman, and Saldaña, which consists of data condensation, data presentation, and conclusion drawing/verification. The findings indicate that the harmonization of SATRIYA and BerAKHLAK has been successfully institutionalized across artifacts, embraced values, and underlying assumptions. The integration of local cultural values and national public service values has created a complementary organizational culture that supports professionalism, accountability, discipline, service orientation, adaptability, and collaboration. Furthermore, this harmonization contributes to strengthening civil servant performance, particularly in terms of work volume, work quality, timeliness, attendance, and cooperation. This study concludes that integrating local government culture with national bureaucratic values can be an effective strategy for strengthening organizational culture and civil servant performance. The recommendation is that a comprehensive regulatory overhaul is needed, particularly regarding the elaboration of its components (artifacts and embraced values), and that fostering innovative values is crucial for building civil servants’ creativity and strengthening bureaucratic reform within the work culture to achieve sustainable, agile governance.
