Abstract

The Self-Help Housing Stimulant Assistance Program (BSPS) is a government housing policy initiative designed to transform uninhabitable houses into decent, safe, and healthy residences for low-income communities through self-help mechanisms and community participation. This study aims to analyze the conceptual impact of the BSPS Program on community welfare in Selebar District, Bengkulu City, by employing a literature review-based approach. The research adopts a non-empirical conceptual method through the synthesis of scientific publications, government regulations, statistical reports, and theoretical perspectives related to housing development and welfare improvement. The findings indicate that BSPS contributes positively to community welfare by improving housing quality, residential safety, comfort, environmental health conditions, and beneficiary satisfaction. The analysis further reveals that the effectiveness of BSPS is not solely determined by physical housing improvements but also depends on governance capacity, institutional coordination, community involvement, and the sustainability of post-assistance maintenance. This study emphasizes that BSPS should be positioned as a multidimensional welfare-oriented policy instrument rather than merely a housing rehabilitation program. The conceptual framework developed provides theoretical implications for understanding the relationship between housing intervention and welfare improvement, while offering a foundation for future empirical studies and policy evaluations in community-based housing development.

Abstract

The Self-Help Housing Stimulant Assistance Program (BSPS) is a government initiative designed to improve the quality of inadequate housing for low-income communities through a self-help and community empowerment approach. This study aims to analyze the impact of the BSPS Program on community welfare in Selebar District, Bengkulu City, using a conceptual literature review approach. The study employed a non-empirical method by integrating theories, government regulations, statistical data, and previous research through the processes of literature identification, selection, analysis, and synthesis. The findings indicate that the implementation of the BSPS Program contributes to improvements in housing quality, residential comfort, safety, environmental health, and beneficiary satisfaction as interconnected dimensions of community welfare. The conceptual synthesis also reveals that the program's effectiveness is influenced by the quality of implementation, community participation, and stakeholder collaboration. This study develops a conceptual framework that strengthens the understanding of the relationship between housing policy and community welfare improvement and provides a theoretical foundation for future empirical studies and policy evaluation.
