Abstract

This study aims to analyze the management of the school principal in developing an Independent Learning policy based on local wisdom at MTsN 2 Bireuen. The focus is on the implementation of POAC management functions (Planning, Organizing, Actuating, and Controlling) in integrating Acehnese local values into the curriculum, particularly through the Pancasila Student Profile Strengthening Project (P5). This research employs a qualitative approach with a case study design. Data were collected through interviews, observations, and document analysis. The findings show that the school principal plays a strategic role in designing innovative programs rooted in local culture, mobilizing resources, and ensuring sustainable implementation through continuous evaluation. Effective management contributes to the creation of a learning ecosystem that aligns with the national education vision and local cultural values. This study recommends strengthening principals’ capacity in contextual and collaborative-based management as a key strategy for implementing the Independent Learning policy.

Abstract

This study explores how school policies are formulated and applied to support teacher career development in the context of an Islamic school in MIN 2 Bireuen. This study using a qualitative descriptive method, data were collected through interviews, direct observations, and document analysis involving key stakeholders such as the principal, vice principal, and selected teachers. The results reveal that MIN 50 Bireuen has initiated several strategies, including opportunities for further education, internal coaching programs, and performance-based incentives. While these policies are driven by the strong leadership of the principal and a supportive organizational climate, the study also identifies several barriers, such as limited funding allocation, inadequate institutional systems, and rigid bureaucratic procedures. The findings emphasize that effective school-level policies can significantly motivate teachers to pursue professional growth, provided they are aligned with the school’s vision, supported by adequate resources, and implemented transparently. This study recommends a more structured and culturally responsive policy framework to ensure the sustainable development of teacher professionalism within Islamic educational institutions.

Abstract

The digital transformation of madrasah education requires strategic management of human resources (HR) to ensure the success of digital-based learning and administration. However, limitations in digital competence, resistance to change, and lack of structured development programs remain challenges. This study aims to analyze HR management strategies in supporting madrasah digitalization at MAN 2 Bireuen. A qualitative-descriptive approach was employed, involving interviews, observation, and documentation with school principals, teachers, and educational staff as participants. The findings reveal that HR planning is conducted strategically through digital competence-based recruitment, indicating the institution’s commitment to adaptive and evidence-based staffing. HR organizing is implemented through a non-formal, competence-oriented team structure, though it poses risks of role ambiguity without clear accountability mechanisms. HR development is carried out comprehensively through formal training (RTM, Kemenag Pintar), self-directed learning, and in-class technical assistance. Finally, supervision is conducted through participatory evaluations in regular meetings, serving not only as performance assessment but also as a medium for collective reflection and continuous improvement. This study concludes that integrated and adaptive HR management is crucial for successful digital transformation in madrasahs, especially in regions with limited resources.
