<![CDATA[Perkembangan teknologi informasi mendorong instansi pemerintah untuk menerapkan sistem informasi berbasis web guna meningkatkan efektivitas dan efisiensi pelayanan administrasi. Salah satu implementasinya adalah aplikasi E-BAPPEDA Disposisi Surat Online pada BAPPEDA Provinsi Sumatera Selatan yang digunakan untuk mengelola proses disposisi surat secara elektronik. Penelitian ini bertujuan untuk menganalisis kualitas aplikasi dari aspek performa dan fungsionalitas menggunakan Google Lighthouse dan Black Box Testing. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kuantitatif. Pengujian Google Lighthouse dilakukan untuk mengukur aspek Performance, Accessibility, Best Practices, dan SEO, sedangkan Black Box Testing digunakan untuk menguji fungsi-fungsi utama aplikasi berdasarkan skenario pengujian yang telah dirancang. Hasil pengujian Black Box Testing menunjukkan bahwa seluruh fitur utama, yaitu login, login dengan data tidak valid, registrasi akun, input data surat, disposisi surat, pencarian surat, dan logout memperoleh status valid, sehingga seluruh fungsi aplikasi berjalan sesuai dengan spesifikasi yang telah ditetapkan. Sementara itu, hasil pengujian Google Lighthouse menunjukkan bahwa aplikasi memiliki tingkat kualitas yang baik berdasarkan aspek yang diuji, meskipun masih terdapat beberapa rekomendasi optimasi untuk meningkatkan performa aplikasi. Berdasarkan hasil penelitian, dapat disimpulkan bahwa aplikasi E-BAPPEDA Disposisi Surat Online telah memenuhi aspek fungsionalitas dan memiliki kualitas yang baik sehingga layak digunakan untuk mendukung proses administrasi disposisi surat secara elektronik di BAPPEDA Provinsi Sumatera Selatan. One such implementation is the E-BAPPEDA Online Letter Disposition application at the Regional Development Planning Agency (BAPPEDA) of South Sumatra Province, which is used to manage the electronic letter disposition process. This study aims to analyze the quality of the application in terms of performance and functionality using Google Lighthouse and Black Box Testing. The research employed a descriptive method with a quantitative approach. Google Lighthouse testing was conducted to evaluate the application's Performance, Accessibility, Best Practices, and SEO, while Black Box Testing was used to assess the main functionalities of the application based on predefined test scenarios. The Black Box Testing results indicate that all primary features—including login, login with invalid credentials, account registration, letter data entry, letter disposition, letter search, and logout—were validated successfully, demonstrating that all application functions operate in accordance with the specified requirements. Meanwhile, the Google Lighthouse evaluation shows that the application has good overall quality across the assessed aspects, although several optimization recommendations remain to further improve its performance. Based on the findings, it can be concluded that the E-BAPPEDA Online Letter Disposition application meets the functional requirements and demonstrates good quality, making it suitable for supporting the electronic administration of letter disposition processes at the Regional Development Planning Agency (BAPPEDA) of South Sumatra Province.]]>
