Abstract

The adoption of big data technologies globally and in Pakistan raises critical user privacy and ethical concerns. While technical advancements enable extensive data analysis, integrating social values into system design remains insufficiently addressed. This article examines the role of ethical frameworks—prioritizing autonomy, equity, and transparency—in developing robust data protection mechanisms. We analyze current privacy-preserving techniques, highlight underlying ethical gaps, and propose an integrated design approach that aligns technical solutions with social norms. Furthermore, visual analyses compare data protection frameworks and privacy violation trends within the digital landscape. Ultimately, we recommend that designers and policymakers embed these ethical values into system architectures to ensure sustainable, user-centric data protection.

Abstract

This paper explores Big Data's central role in shaping E-Government systems and addresses the associated privacy risks. While integrating Big Data in public sectors enhances decision-making, service delivery, and transparency, it simultaneously raises concerns regarding personal data security, surveillance, and privacy invasion. This study critically evaluates the ethical and privacy consequences for citizens alongside the benefits of enhanced governance. Findings indicate that increased transparency, stringent data protection, and robust regulatory frameworks are essential for establishing public trust in E-Government initiatives. Ultimately, the research emphasizes the necessity of balancing Big Data's utility with strong security measures to ensure the long-term sustainability of digital governance
