Abstract

This study, titled The Influence of Movable Asset Management on the Security of Regional Government Property at the Regional Secretariat of Sukabumi City, aims to examine the extent to which movable asset management affects asset security effectiveness. The research applied a quantitative descriptive approach using an associative method. The sample consisted of 63 respondents selected through simple random sampling. Data were collected through questionnaires, interviews, observations, and documentation. The analysis revealed a moderate relationship between movable asset management and asset security, with a correlation coefficient of 0.576 and a determination coefficient of 33.2%. Simple linear regression resulted in the equation Y = 18.884 + 0.920X, while the t-test showed a significant influence of movable asset management on asset security (t-value 5.510 > t-table 1.999, sig. 0.000 < 0.05). The findings conclude that effective movable asset management enhances the security of regional assets in administrative, physical, and legal aspects. The study recommends improving data recording systems, enhancing inter-unit coordination, and strengthening human resource capacity in asset management practices.

Abstract

This study aims to analyze the influence of the implementation of movable asset management in asset administration on asset user discipline at the Office of Population Control, Family Planning, Women Empowerment, and Child Protection in Sukabumi City. The research background highlights the administrative irregularities in regional asset utilization that hinder accountability and public service efficiency. A descriptive quantitative approach was employed, using a saturated sampling technique involving 100 respondents. Data were collected through questionnaires, observation, interviews, and literature studies. Simple linear regression analysis results indicate a positive and significant influence of movable asset management on user discipline, with a determination coefficient of 68.4%. This suggests that improved asset management through inventory, legal audits, valuation, utilization, and monitoring correlates with higher employee discipline in accountable and orderly asset use. The findings reinforce the importance of systematic asset governance in fostering a culture of discipline within local government institutions.

Abstract

The development of information technology has provided various benefits to society; however, it has also led to the emergence of digital deviations, one of which is the widespread dissemination of online gambling content. This phenomenon poses a serious challenge for governments, including local governments, in their efforts to create a safe and healthy digital environment for the public. This study aims to analyze the strategies employed by the Department of Communication and Informatics of Sukabumi City in supervising online gambling content and to identify the obstacles encountered in its implementation. This research adopts a qualitative approach using a descriptive method. Data were collected through observation, in-depth interviews, and documentation, and were analyzed using an interactive analysis model consisting of data reduction, data presentation, and conclusion drawing. The findings reveal that the Department of Communication and Informatics of Sukabumi City has carried out supervision through digital space monitoring, identification of gambling-related content, reporting to the central government, and digital literacy education for the community as a preventive measure. However, several challenges remain, including limited authority of local governments to directly block online gambling content, inadequate human resources, and the rapid evolution of content distribution patterns across digital platforms. The study concludes that the effectiveness of online gambling content supervision requires strengthened institutional capacity, enhanced human resource competencies, and cross-sectoral coordination to ensure optimal, adaptive, and sustainable oversight.

Abstract

The implementation of State Civil Apparatus (Aparatur Sipil Negara/ASN) rotation and mutation policies supports bureaucratic professionalism, organizational effectiveness, and merit-based management, but faces challenges in transparency, communication, political influence, and human resource capacity. The objective of this study is to analyze ASN rotation and mutation mechanisms in Sukabumi City, focusing on transparency, decision-making, and compliance with merit-based principles and regulations. This study applied a qualitative descriptive method using interviews and documentation analysis, with data analyzed through reduction, presentation, and conclusion drawing. The findings show that the implementation of rotation and mutation policies has been strengthened by clear regulations, technology-based talent management systems such as I-MUT and SIMATA ASN BKN, nine-box talent mapping, and competency-based assessment mechanisms. These systems improve transparency, objectivity, and efficiency in personnel placement. However, several challenges remain, including limited ASN regeneration due to retirement and recruitment imbalance, communication barriers, limited information disclosure to employees, lengthy bureaucratic procedures, and the potential influence of political considerations in final decisions. The study concludes that effective implementation requires not only regulations and digital systems but also strong communication, leadership commitment, and consistent merit principles. This research contributes insights into merit-based personnel management and supports more transparent, accountable, and professional bureaucracy.
