Abstract

Traffic congestion problems in urban areas often stem from the inefficiency of unsignalized intersections, as observed at the three-way intersection of Jalan Bondowoso and Jalan Jombang in Malang City. This study aims to evaluate the operational conditions of this type 322 intersection, located in a commercial area, using the 2023 Indonesian Road Capacity Guidelines (PKJI) and to formulate effective mitigation solutions. Based on field surveys, the highest peak traffic volume was recorded on Tuesday from 4:00 p.m. to 5:00 p.m. Western Indonesian Time, reaching 5,844 vehicles/hour. Performance analysis shows that the current condition of the intersection is approaching a critical limit, with a capacity (C) of 3,348 vehicles/hour and a degree of saturation (Dj) of 0.77. These parameters place the intersection at Level of Service (LOS) D, characterized by unstable traffic flow and decreasing speeds. Furthermore, a five-year performance projection estimates a sharp degradation, with the degree of saturation surging to 1.76, resulting in Level of Service F, or total traffic congestion. To prevent this decline, a series of alternative solutions are proposed, including widening Jalan Bondowoso to 8.5 meters and Jalan Jombang to 7 meters, adding a 0.5-meter median to the major road, and implementing traffic management measures such as prohibiting right turns and parking/stopping at all intersection arms. Simulation results demonstrate that these solutions can significantly improve performance, reducing the degree of saturation to 0.69 and upgrading the Level of Service to C. This indicates that traffic flow can be stabilized through appropriate physical modifications and regulations.

Abstract

Traditional market activities often cause an increase in vehicle traffic, which impacts the performance of surrounding roads. The Oro-Oro Dowo People's Market in Malang City is one such economic hub with high activity intensity, potentially causing side effects and congestion on Jalan Guntur, the main access road to the market. This study aims to analyze the performance of Jalan Guntur and examine the impact of Oro-Oro Dowo Market activities on traffic conditions on this road. This study uses a quantitative approach through field surveys to obtain primary data in the form of traffic volume, side obstacles, and road geometric characteristics. Observations were conducted for seven days during the market's operating hours. Road performance analysis was conducted using the 2023 Indonesian Road Capacity Guidelines (PKJI) method, including road capacity calculations, saturation levels, and road service levels. The results of the study show that market activities have a significant impact on the performance of the Guntur Road section. Traffic volume increases during rush hour, especially on weekends. The highest saturation degree value recorded was 0.86 on Sunday, indicating that the road service level was in category E, meaning that traffic conditions were approaching maximum capacity and had the potential for congestion. The dominant side obstacles were caused by parking on the road, pedestrian activity, and loading and unloading activities by traders. Based on the research results, it can be concluded that the activities of the Oro-Oro Dowo Market significantly reduce the performance of the Guntur Road section. Therefore, efforts are needed in the form of parking arrangements, control of side obstacles, and the application of traffic engineering to improve the smoothness and performance of roads in the market area.

Abstract

This study aims to examine the impact of on-street parking on traffic flow performance in the Singha Park and Merjosari Flower Garden areas of Malang City. On-street parking is an urban transportation problem that has the potential to reduce road capacity and disrupt traffic flow. This study uses a quantitative approach with a field survey method that refers to the 2023 Indonesian Road Capacity Guidelines (PKJI). The data collected includes traffic volume, road capacity, degree of saturation, road service level, and parking characteristics, including the availability and demand for parking spaces. The results show that parking on the road significantly reduces the effective capacity of vehicle lanes, increases side obstacles, and reduces traffic flow performance, especially during rush hour. At the research location, there are 26 motorcycle parking spaces with a parking waiting time of between five and six minutes. However, the demand for parking spaces exceeds the number of available spaces, putting pressure on traffic performance. Road performance analysis shows that the service level is in category C with a saturation degree of 0.53, indicating that traffic flow is still relatively stable but disruptions are beginning to be felt by road users. The highest number of side obstructions recorded was 1,188 incidents on Saturday. In addition, the modeling results show that removing parking spaces on the road has the potential to increase road capacity and reduce traffic congestion. These findings emphasize the importance of implementing effective and sustainable parking management strategies to improve traffic performance, comfort, and safety for road users in high-activity urban areas, especially urban recreational areas with high visitor traffic.
