Public service ethics constitute one of the fundamental elements in the delivery of quality public services. In the context of immigration services, passport issuance is a public service that directly interacts with the community and significantly influences public perceptions of government performance. Therefore, the implementation of public service ethics is essential to ensure that services are provided professionally, fairly, transparently, accountably, and in accordance with legal and ethical standards. This study aims to analyze the implementation of public service ethics in passport services and identify the challenges and optimization efforts in improving public trust and satisfaction with immigration services. This research employs a normative legal method using statutory and conceptual approaches. Data were collected through literature studies by examining laws and regulations, scientific journals, books, official reports, and other relevant sources related to public service ethics and immigration administration. The findings indicate that the implementation of public service ethics has been reflected through the application of professionalism, integrity, accountability, courtesy, responsiveness, and non-discriminatory treatment in passport services. The development of digital-based services has also contributed to enhancing service quality and public accessibility. However, several challenges remain, including high service demand, limitations in human resources, varying public expectations, communication barriers, and the need for continuous adaptation to technological changes. Therefore, strengthening ethical values, improving employee competence, optimizing supervision, and fostering a service-oriented organizational culture are necessary to improve service quality. The implementation of public service ethics is expected to strengthen public trust, increase community satisfaction, and support the realization of professional and citizen-centered immigration services.
