Abstract

Jayapura Regency is one of the regions in Papua Province with a relatively high level of flood vulnerability, particularly around the Sentani Watershed and the Cycloop Mountains. High rainfall intensity, degradation of the water catchment area, sedimentation of Lake Sentani, and the limited availability of interactive spatial information media are factors that exacerbate the impact of flood disasters on the community. This study aims to design and develop a WebGIS (Web-based Geographic Information System) as a flood disaster mitigation information medium that presents flood-prone area distribution, evacuation routes, assembly points, and historical disaster records interactively and accessibly for both the public and stakeholders. The system was developed using a prototyping approach consisting of requirements gathering, prototype design, evaluation, and iterative refinement. The system was built using web technologies (HTML, CSS, JavaScript) integrated with the Leaflet mapping library and a spatial database to display interactive maps. Spatial and non-spatial data were obtained from the Regional Disaster Management Agency (BPBD) of Jayapura Regency, the National Disaster Management Authority (BNPB) through the inaRISK portal, and the Central Statistics Agency (BPS) of Jayapura Regency. Black box testing results indicate that all main system functions operate as designed. A usability testing framework based on the System Usability Scale (SUS) was also developed to measure user acceptance and should be completed during the field trial stage with BPBD staff and the local community. This research is expected to contribute to faster, more transparent, and more participatory disaster information dissemination for the community and local government of Jayapura Regency.
