Abstract

Tropical Cyclone Seroja, which struck East Nusa Tenggara (NTT) in April 2021, was one of Indonesia's most significant hydrometeorological disasters, causing extensive social, economic, and environmental impacts. This study aims to examine the disaster's impacts, identify lessons learned from its management, and analyze their implications for future disaster mitigation efforts. The research employed a Systematic Literature Review (SLR) by analyzing scientific journals, government reports, and official documents published between 2021 and 2026. The findings reveal that Tropical Cyclone Seroja resulted in 182 fatalities, 47 missing persons, thousands of displaced residents, and severe damage to infrastructure, agricultural land, and public facilities. The study also found that the early warning system was not fully effective due to weak coordination, limited public awareness, and insufficient institutional capacity. Therefore, strengthening community-based early warning systems, enhancing the capacity of disaster-resilient villages, implementing structural and non-structural mitigation measures, and promoting pentahelix collaboration that integrates modern technology with local wisdom are essential to reduce future disaster risks.
