Digital transformation in higher education requires libraries to deliver adaptive, collaborative, and technology-driven services. Consequently, the role of librarians has shifted from collection managers to learning facilitators, research partners, and digital content developers. This study aims to formulate a comprehensive, structured, and relevant librarian human resource development model aligned with the needs of digital academic services at Universitas Ahmad Dahlan (UAD). Using a qualitative approach through a literature review, the study analyzes competency requirements, challenges in human resource development, and best practices in innovation spaces and professional learning ecosystems. Thematic analysis identifies four primary human resource development needs: structured learning, service creativity, professional collaboration, and knowledge documentation. The synthesis of findings results in the conceptual LEAPS-Co Hub model for library implementation, consisting of four operational components: a Learning Center, a Creative & Innovation Studio, a Collaboration & Synergy Room, and a Knowledge Documentation Hub. This concept is designed to establish a sustainable, well-documented competency development cycle aligned with human resource policies through integration with BSDM UAD. The study concludes that the LEAPS-Co Hub has strong potential as an adaptive and relevant professional development ecosystem for the UAD Library in responding to the dynamics of digital transformation, while also offering opportunities for phased implementation and further development in accordance with institutional readiness.
