Abstract

Poso Regency is a coffee-producing region experiencing a significant increase in production volume; however, it continues to face various development challenges. Consequently, the value-added generated at the farmer level, as the primary production actors, remains sub-optimal. An inclusive business approach serves as a viable solution to enhance farmers' welfare while strengthening the coffee value chain. The inclusive business concept emphasizes multi-stakeholder engagement to create a sustainable and equitable business model. This study analyzes the structure of the coffee value chain and formulates strategies to enhance its inclusivity in Poso Regency. Employing a descriptive qualitative approach, this research applies Kaplinsky and Morris’s value chain analysis, SWOT analysis, and the Quantitative Strategic Planning Matrix (QSPM). The findings indicate that the coffee value chain involves various interdependent actors, ranging from farmers, collectors, processors, and distributors, to end consumers. The dynamics of the value chain are driven by internal factors—such as farmers' capacity, local institutions, and post-harvest technology—as well as external factors, including climate change, government policies, and global price fluctuations. Furthermore, the QSPM analysis reveals that the priority strategies for developing an inclusive coffee business in Poso Regency include: attaining international certification by leveraging farmers' experience and premium coffee quality; implementing Integrated Pest Management (IPM); expanding domestic trade contracts; enforcing standard operating procedures for cultivation and post-harvest processing; and organizing coffee field schools (sekolah lapang) to enhance farmers' comprehension of international quality standards.
