Abstract

This article aims to describe the tolerance index and management model of tourism development in Central Lombok Regency. Using the mix-method, this study found that the religious tolerance index information was 3.61 or had a high category. The religious tolerance index is supported by a two-dimensional-based management model, namely regulation and institutional. The regulatory dimension refers to the 2006 Joint Regulation of the Minister of Religion and the Minister of Home Affairs, the 2020-2024 Ministry of Religion Strategic Plan, and the 2021-2026 Lombok Regency RPJMD. Recommended policy development models include; The regulatory dimension is guided by Presidential Regulation Number 58 of 2023, Regulation of the Minister of Religion Number 3 of 2024, and the Central Lombok Regency RPJPD 2025-2045. By referring to these regulations, the institution of tolerance management policy applies the hexa-helix model collaborative management approach, namely policies through the collaboration of six stakeholders which include: local governments; FKUB; the business world; NGOs / religious organizations; mass media; and universities. Local governments play a role in designing and developing policies, while other stakeholders play a supporting role in policy management.

Abstract

This article explores election management practices using a collaborative governance method, focusing on the 2019 election in NTB Province. The study employs a qualitative case study approach, drawing on the governance paradigm and collaborative governance theory. Findings reveal that election management in NTB implemented a hepta-helix collaboration model involving seven actors: election organizing institutions, government, businesses, NGOs, mass media, universities, and political parties. Unlike typical collaborative governance, decision-making in this context remains the prerogative of election organizers, while other actors provide functional support. A critical limitation of this approach is the lack of clear categorization and functional mapping of stakeholders. The study recommends grouping actors into primary, key, and secondary stakeholders, each with defined, mutually supportive roles. Such a structured application of collaborative governance could enhance efficiency and stakeholder synergy. This research contributes to the evolving framework of collaborative governance in election management, enriching the contingency model by Ansell and Gash. By emphasizing structured actor integration, the study offers practical insights into optimizing stakeholder collaboration, ensuring that diverse contributions align with election integrity and transparency goals.

Abstract

Semangat keagamaan diwujudkan dengan bagitu banyak varian, lebih-lebih jika kepercayaan akan agama sudah mengakar di dasar hati. Agama menawarkan suatu cara pandang hidup yang mampu meng-cover setiap tindakan, perbuatan yang mengarah pada pembentukan manusia seutuhnya. Islam demikian juga, membuat aturan baku untuk setiap umatnya—yang dalam hal ini mengatur setiap sisi-sisi kehidupan baik dalam setiap aspeknya, baik sosial, budaya, hukum dan model khilafah (sebagaimana yang telah dicontohkan oleh Nabi saw). Agama dan pemerintahan (politik) dua sisi yang dianggap bersebrangan. “agama” sebagai dasar berpolitik, dalam melestarikan keyakinan yang anut terkadang mengalami hambatan, karena pemerintah menggangap sebagai salah batu sandungan yang mampu menggeser ketahanan pemerintahan. Sebagaiman aktivitas politik Tuan Guru Kyai Haji Muhammad Zainuddin Abdul Majid akan terlihat jelas pasca kemerdekan dengan mengikuti partai politik dan menentukan arah bangsa Indonesia dengan mewakili kaum muslimin di Pulau Lombok. Karir politik Tuan Guru Kyai Haji Muhammad Zainuddin Abdul Majid dimulai sejak diangkat sebagai Konsulat Nahdlatul Ulama (NU) Sunda Kecil pada tahun 1950. Pada tahun 1952 beliau diangkat menjadi Ketua Badan Penasihat Partai Masyumi untuk daerah Lombok, ini disebabkan pada waktu itu Nahdlatul Ulama dan beberapa ormas lainnya tergabung dalam partai Masyumi.
