The reduced of irrigation water availability can be caused by several factors including decrease of river water discharge in the dry season, loss of water in irrigation channels, and evaporation. Thus, austerity measures need to be made such as a system of irrigation rotation and proportion of attributable irrigation water on each subak. This research was conducted to determine the percentage of irrigation water storage present in a subak and the proportion of irrigation water at a time when water availability diminish. The primary data are collected by interviews, observations, and measurement methods, while the secondary data are obtained from BMKG Region III Denpasar. The data then analyzed to count the percentage of water saving during the period of water shortage and the proportion of irrigation water distribution. The results showed that method of irrigation rotation was carried out when the water discharge availability could not meet the requirement of irrigation water. The irrigation rotation method is applied at the middle area of subak and also the upper area of subak from April to May 2020. The method of irrigation rotation is carried out by lowering the amount of irrigation water requirement and providing irrigation water based on to the water discharge availability with the time span for every two days during the period of irrigation water shortage. The area of upstream subak does not have any water savings due to the rotating process is not running, irrigation water savings in the central part of subak are 28,3 percent on average and at the downstream part of subak are 24 percent in average. With the use of water rotation method at the period of irrigation water shortage, water requirement can be fulfilled by water discharge that available. To achieve the proportional irrigation water supply in the period of April until May, irrigation at the upstream part of subak are lowered by 17,46 percent, at the central part of subak are increased by 13,37 percent, and at the downstream part of subak are increased by 9,84 percent.
