Abstract

Climate change is a global issue that involves not only ecological dimensions but also complexsocial, political, and legal aspects. Climate change regulation is not merely a normativeinstrument, but a social construction shaped through the interaction of various actors andinterests. This study analyzes the meaning of climate change regulation from a socialconstructionist perspective and examines it through the lens of progressive law. Socialconstructionism is used to understand that regulation is not purely objective, but emerges frominteractions among the state, civil society, the media, and corporations. Meanwhile,progressive law provides a framework to assess whether such regulations are responsive toenvironmental needs and social justice. This qualitative research employs document analysisand in-depth interviews with policymakers and academics. The findings indicate thatinterpretations of climate change regulation are strongly influenced by the social positions andinterests of the actors involved. Regulation is perceived both as a symbolic commitment and asan instrument of advocacy and protection. Inclusive and participatory regulations are foundto be more effective in encouraging collective behavioral change toward sustainability andecological justice.
