Abstract

The rapid growth of e-commerce requires the state to reformulate its legislative functions to address the challenges of equitable and sustainable digital transformation. This article aims to analyze the state's constitutional role in formulating adaptive e-commerce regulations as part of a strategy to accelerate the achievement of the Sustainable Development Goals (SDGs). This research uses a normative-juridical approach by examining relevant laws and constitutional principles. The results indicate that the state's role is not limited to being a regulator; it must also act as a facilitator in creating an inclusive and equitable digital ecosystem. Responsive, participatory, and constitutionally based e-commerce legislation has proven to be a crucial prerequisite for ensuring legal certainty, consumer protection, and accelerating digital economic inclusion. This reformulation of the state's functions contributes significantly to the effective and sustainable achievement of the SDGs.
