Abstract

Regional economic development is a process of managing local resources through partnerships between local governments and the private sector to create employment and stimulate economic growth. Regional development policy emphasizes an endogenous development approach that utilizes local human, institutional, and physical resource potential. From an Islamic economic perspective, development must be grounded in the principles of tawhid and maqasid sharia, aimed at realizing baldatun thayyibatun wa rabb ghafur. Conventional economic paradigms evolved through three phases Classical, Keynesian, and Neo-Classical while development paradigms in developing countries are shaped by the frameworks of Modernization, Dependency, and the World Systems theory introduced by Wallerstein (1974). Urbanization, as a process of urban population growth driven by push and pull factors, brings positive impacts in the form of economic growth while simultaneously placing pressure on infrastructure, public services, and triggering brain drain from rural areas.
