<![CDATA[Guidance and counseling services play an important role in supporting students’ personal, social, academic, and developmental needs in madrasahs. The effectiveness of these services is strongly influenced by systematic and needs-based planning. This study aims to analyze the planning of guidance and counseling services in improving counseling services at MTs Negeri 4 Bahorok, Langkat, North Sumatra, Indonesia. This study employed a qualitative descriptive approach. Data were collected through semi-structured interviews, observation, and documentation involving guidance and counseling teachers, the head of the madrasah, homeroom teachers, subject teachers, and students. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data condensation, data presentation, and conclusion drawing and verification. Data validity was established through source and technique triangulation and member checking. The findings indicate that guidance and counseling planning is conducted through structured programs, including annual, semester, monthly, weekly, and daily programs. The planning process considers students’ needs, determines appropriate types of services, organizes implementation strategies, and involves coordination among guidance and counseling teachers, the head of the madrasah, homeroom teachers, and subject teachers. Group guidance, group counseling, individual counseling, orientation, and information services constitute important components of the planned services. Supporting factors include institutional support, teacher involvement, and cooperation among school personnel, while constraints include limited time, facilities, supervision, coordination, and professional development opportunities. The study concludes that systematic, needs-based, and continuous planning is essential for improving the effectiveness and quality of guidance and counseling services in madrasahs.]]>
