Abstract

This study discusses the existence of approximately 91 HA of 110 HA of land located in the Alim Village area, Batang Cenaku District, Inhu Regency, Riau Province. The land was seized by PT Tasma Puja and is located in Kepayang Sari Village, Batang Cenaku District. The government did not immediately determine the boundary between Kepayang Sari Village and Alim Village. The government's efforts to mediate the conflict have not been successful so far and NGOs and Alim Village feel that the local government is siding with PT Tasma Puja, resulting in violence and threats of land occupation by the community. This study uses conflict management theory (Hidayat, 2016) which is conflict management using a series of techniques or certain steps by a third party or conflicting parties in an effort to minimize the negative impact of conflict and direct destructive conflict into a constructive conflict that benefits all parties. The type of data in writing this thesis is descriptive qualitative where this study explores and analyzes to provide meaning and significance in solving problems. The conclusion of this study is that efforts made to resolve land conflicts in Kepayang Sari Village and Alim Village, Batanag Cenaku District, Indragiri Hulu Regency are meetings at the Kepayang Sari Village office, both from the company PT. Abstract

Village Head Elections (Pilkades) are part of the democratic system implemented at the village level. In practice, Pilkades often lead to disputes, as occurred in Tanjung Village, Koto Kampar Hulu Subdistrict, Kampar District. This study aims to analyze the implementation of local government authority in resolving disputes over Pilkades results and the factors hindering this process. The research method used is a qualitative approach with data collection techniques in the form of interviews and documentation. The results of the study indicate that the authority exercised by the Kampar Regency Government in resolving Pilkades disputes in Tanjung Village has not been effective. The Kampar Regency Government has taken actions that are not in accordance with Kampar Regent Regulation Number 54 of 2019 concerning the Simultaneous Pilkades. These actions clearly violate Article 57(5) of Kampar Regent Regulation No. 54 of 2019. The implementation of the authority of the Kampar Regency Government regarding the resolution of Pilkades disputes in Tanjung Village has not been effective because it does not align with Edward III's implementation theory, as examined from the aspects of communication, resources, disposition, and bureaucratic structure. Abstract

Local elections often become complex arenas where various social and cultural actors play crucial roles in shaping political directions. In Rokan Hulu Regency, kinship-based organizations or clans have an undeniable influence in political contests, including in securing victories for candidates. This study analyzes the role of Punguan Marga Batak Parna (Punguan Parna) in supporting the election of Guntur Simarmata in Rokan Hulu's local election. The main focus of this research is to examine how Punguan Parna, as a kinship-based organization, implements resource mobilization strategies to achieve its political objectives. This study employs the resource mobilization theory as an analytical framework to understand the process of gathering and utilizing various resources, including human resources (members), financial, informational, and networking assets owned by Punguan Parna. Using a qualitative approach with a case study method, the research finds that Punguan Parna effectively mobilized its members through kinship ties, clan solidarity, and intensive communication. Financial resources were collected through member contributions and voluntary donations, while information was systematically disseminated through regular meetings and personal networks. Furthermore, extensive social networks, both internal and external, were utilized to broaden support and influence. The findings reveal that Guntur Simarmata's success was strongly influenced by Punguan Parna's capacity to strategically orchestrate and direct its available resources. This study provides information into how social organizations with strong identity foundations can play significant roles in local political arenas through well-planned resource mobilization mechanisms. Abstract

This study aims to analyze the management of Trans Metro Pekanbaru by the Urban Transport Management Unit (UPT Pengelolaan Angkutan Perkotaan) under the Department of Transportation of Pekanbaru City through four public management functions: planning, organizing, actuating, and controlling. Public transportation plays a vital role in supporting urban mobility, yet its implementation often encounters challenges ranging from limited infrastructure to inter-agency coordination issues. This research employs a qualitative descriptive approach with data collection techniques including interviews, documentation, and field observations. The results show that in terms of planning, the UPT has developed annual operational plans and route mapping, but implementation is often hindered by budget limitations and lack of synergy among local agencies. Regarding organizing, the organizational structure is in place, but work distribution is uneven and technical task assignments are suboptimal. In the actuating aspect, the unit has made efforts to improve staff performance through routine briefings and internal evaluations, but these efforts lack continuous training and motivation systems. For controlling, supervision still relies heavily on manual systems, which hampers effective reporting and responsiveness to operational issues.The study recommends strengthening human resource capacity, digitizing supervision systems, and establishing regular coordination forums among local agencies to improve the sustainability of Trans Metro Pekanbaru services. Abstract

Drug abuse and illicit trafficking pose a serious threat to national resilience, including in Dumai City, which geographically lies in a coastal area directly connected to international shipping routes in the Malacca Strait. This strategic position makes Dumai vulnerable to becoming an entry point for narcotics smuggling networks. Data from the National Narcotics Agency (BNN) indicates that Dumai ranked first for drug abuse cases in Riau Province in 2023, recording 117 cases with an increasing trend compared to the previous year. To address this issue, the Dumai City National Narcotics Agency (BNNK Dumai) implemented the Kelurahan Bersinar (Kelurahan Free from Drugs) program as a community-based prevention initiative at the local government level. This study aims to identify how the Kelurahan Bersinar program is implemented by BNNK Dumai and analyze the factors influencing its implementation. This research employed a qualitative descriptive approach, with data collected through interviews and documentation. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The study applies Van Meter and Van Horn’s Policy Implementation Theory, which emphasizes six key variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, socio-economic conditions, and implementers’ disposition. The results show that the implementation of the Kelurahan Bersinar program has been carried out through awareness campaigns, the establishment of community-based anti-drug activists, and coordination with related agencies. However, based on Van Meter and Van Horn’s theoretical analysis, several variables have not been optimally fulfilled, particularly those related to limited budget support, human resources, cross-sector coordination, and low community participation. These constraints contribute to the suboptimal implementation outcomes at the field level. Despite these challenges, the Kelurahan Bersinar program holds significant potential for strengthening community-based drug prevention efforts. Strengthening regulatory support, funding allocation, and multi- sector collaboration is required to ensure more effective and sustainable program implementation.
