Abstract

This research aims to find out and understand the role of the Social Service in the Palembang City Street Clown Beggar Rehabilitation Program. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation in several places such as the Palembang City Social Service, Simpang Polda, and Radial. Data analysis is carried out through data collection, data presentation, and verification and affirmation of conclusions. The results of the study show that the role of the Social Service in the Palembang City Street Clown Beggar Rehabilitation Program is not only collecting data on clown beggars, the Social Service also provides social direction and guidance to street clown beggars, this program also supports the success of the rehabilitation program. This rehabilitation program can also be supported by the community and other governments. The impact of this program can also raise awareness of street clown beggars for more viable life changes. Overall, this study can be concluded that the role of the Social Service in the Palembang City Street Clown Beggar Rehabilitation Program is not optimal, but the Social Service has done it in accordance with the SOPs, the main factor is not optimal because other government involvement has not been achieved to collaborate with the Palembang City Social Service, therefore this study suggests the need for cooperation and involvement with the government, The TNI, the National Police to strengthen the rehabilitation program so that the coordination is more effective.

Abstract

The government's need to improve efficiency, transparency, and quality of public services through the use of digital technology. Digital transformation at the Palembang City Population and Civil Registration Office is one of the tangible forms of E-Government implementation, especially through the implementation of Digital Population Identity (IKD) and population administration information system (SIAK). This change is driven by national regulations and the need to realize fast, accountable, and inclusive services amid the challenges of low digital literacy and human resource readiness. This transformation is important to overcome the constraints of previous manual services and encourage a government system that is more adaptive to the digital era. This research aims to determine the digital transformation of the Palembang City Population and Civil Registration Office in 2024. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations and documentation at the Palembang City Population and Civil Registration Office. Data analysis is carried out through data collection, data presentation, and verification and confirmation of conclusions. The location of this research is the Palembang City Population and Civil Registration Office located on Jalan Demang Lebar Daun, No.4225, Lorok Pakjo, Kec. The interview resource persons amounted to 9 people, including 1 head of office, 3 employees of the Disdukcapil, 5 communities. The results of this study show that the Digital Transformation of the Palembang City Population and Civil Registration Office in 2024 shows significant achievements in improving the quality of public service governance. The implementation of the population administration information system (SIAK) and Digital Population Identity (IKD) contributes to increasing the efficiency, transparency, and accessibility of services to the community. This success is supported by the availability of adequate technological infrastructure, adaptive regulations, and strategic initiatives such as the "Pick Up the Ball" program that strengthens community participation. However, this transformation process still faces a number of obstacles, including the low level of digital literacy of the community, limited human resource competencies and technical challenges related to network stability and digital access gaps in certain regions. In conclusion, the digital transformation carried out by the Palembang City Disdukcapil is a strategic step in supporting an electronic-based government system that is more responsive, adaptive, and inclusive. This effort is also in line with the spirit of the industrial revolution 4.0 and Society 5.0, where digitalization is the main key in providing quality public services, as well as answering the demands of an increasingly dynamic and technology-based era.

Abstract

This research aims to find out and understand how female village heads are in the vortex of kinship politics in Sungai Pinang Village, Rambutan District, Banyuasin Regency in 2024. This study uses a qualitative methodology with interview, observation, and documentation techniques to collect data. This research uses the theory of familiesties (Jalalzai & Rincker 2018) and the theory of Women and Politics (Joni Lovenduski 2025). The results of this study show that kinship relationships have a significant influence on the process of electing female village heads with family support, social capital, and community solidarity that are still strong in traditional structures in the village. Kinship politics is not only a power strategy but also a means for women to gain legitimacy in leadership in villages that are still patriarchal. This research confirms that kinship politics has a positive and negative impact on village democracy, on the one hand facilitating women's access to be involved in village politics, but can also strengthen the practice of political dynasties that close the space for community participation at large. In conclusion, the head of the female village in Sungai Pinang Village is influenced by the practice of kinship politics (familyties) which has been firmly rooted in the local social and political structure. The suggestion that the researcher can give is an effort to improve the quality of village democracy so that women's representation is not only symbolic but also substantive.
