<![CDATA[This study aims to transcribe the use of the Social Piety Index in the Situbondo Regency Government as one of the Key Performance Indicators (KPIs) for achieving the Regency Government's Mission. This qualitative research was conducted using an Interpretative Phenomenological Analysis (IPA) approach to understand the essence of this phenomenon. The results of the study, conducted in the Situbondo Regency Government and involving informants from the Pancasila Study Center of Gadjah Mada University (UGM), the Ministry of Administrative and Bureaucratic Reform (KemenPAN-RB), and related Civil Servants, indicate that public management in Situbondo Regency, which has internalized the values of religiosity and piety, is demonstrated not only through work programs but also by the community and officials involved in the exemplary behavior of regional apparatus. Exemplary behavior is crucial for the successful achievement of all programs, as it is interconnected with each other. Future researchers can measure the level of understanding and effectiveness of the Social Piety Index as a Key Performance Indicator for the Situbondo Regency Government. Penelitian ini bertujuan untuk merekam fenomena penggunaan Indeks Kesalehan Sosial pada Pemerintah Kabupaten Situbondo sebagai salah satu Indikator Kinerja Utama pencapaian Misi Pemerintah Kabupaten. Penelitian kualitatif ini dilakukan dengan pendekatan Interpretative Phenomenological Analysis (IPA) untuk memahami esensi dari fenomena tersebut. Hasil penelitian yang dilakukan di Pemerintah Kabupaten Situbondo dengan melibatkan informan dari Pusat Studi Pancasila Universitas Gadjah Mada, Kementerian Pendayagunaan Aparatur Negara Reformasi Birokrasi, dan Aparatur Sipil Negara terkait ini menunjukkan bahwa pengelolaan publik di Kabupaten Situbondo yang telah menginternalisasikan nilai religiositas dan kesalehan, selain ditunjukkan melalui program kerja, dapat dirasakan pula oleh masyarakat dan aparat terkait keteladanan perangkat daerah. Keteladanan menjadi hal yang krusial dalam keberhasilan capaian seluruh program dengan keterkaitan antarurusan. Peneliti selanjutnya dapat mengukur Tingkat pemahaman dan efektivitas Indeks Kesalehan Sosial sebagai Indikator Kinerja Utama Pemerintah Kabupaten Situbondo, serta dampaknya bagi masyarakat. ]]>
