Abstract

The abundant fisheries resources in Kawa Village, West Seram Regency, Indonesia, have not been optimally utilized to generate economic value due to limited processing technology, inadequate product diversification, and conventional marketing practices among local small and medium-sized enterprises (SMEs). This community empowerment program aimed to transform locally available tuna into value-added food products through technological innovation, capacity building, and digital marketing. A participatory empowerment approach was employed over a two-day intervention involving Poklahsar Lestari Mekar, a local tuna-processing SME. Technologies introduced included surimi processing, liquid smoke application, a Suryalec Hybrid Dryer for fish bone flour production, and digital marketing platforms. Participants' knowledge regarding surimi processing increased from 20% in the pre-test to 96% in the post-test. The SME successfully diversified its production into surimi, fish balls, shredded tuna, tempura, fish cakes (otak-otak), fish noodles, and fish biscuits, while adopting standardized packaging and online marketing through Shopee, Tokopedia, Facebook, and TikTok. Furthermore, fish bone waste was converted into functional fish bone flour, supporting a circular economy approach.
