Abstract

This article analyzes Islamic economic development based on local potential through fisheries sector management in Sambas Regency, a coastal border area between Indonesia and Malaysia. The study is driven by the fact that Sambas has a long coastline, three river basins, capture fisheries centers, and diverse fishery commodities, yet its economic management has not fully generated optimal added value for coastal communities. This research applies a descriptive qualitative approach supported by Location Quotient, Dynamic Location Quotient, Shift Share, and SWOT analysis. The main data consist of fisheries production and GRDP figures from 2015 to 2019, government documents, observation, and interviews. The findings show that the fisheries sector is an economic base sector, with an average LQ of 2.75 and a DLQ of 1.17, indicating that it is both leading and prospective. The Shift Share components indicate a positive total value, although competitive advantage still needs to be strengthened through processing, logistics, and institutional capacity. From an Islamic economic perspective, fisheries management is relevant to maqasid sharia, particularly the protection of life, wealth, and family continuity. The main recommended strategies include strengthening infrastructure, processing technology, human resources, fishermen institutions, and governance that is just, transparent, and sustainable.
