The background of this research problem is the increasing moral crisis among adolescents, such as a lack of discipline, poor manners, and the erosion of religious values. This condition emphasizes the importance of instilling religious character from an early age. One effort is to enroll children in Islamic boarding schools, as Islamic boarding schools implement a strict system of rules and regulations in educating students. All students must comply with and participate in activities at the Islamic boarding school. Such as reciting the Quran, reciting the yellow books, praying five times a day in congregation, and attending Islamic school (madrasah diniyah). These habits will foster the development of religious character. The focus of this study is as follows: 1) How is the implementation of rules and regulations in shaping the religious character of students at the Al-Fattahiyyah Islamic Boarding School in Boyolangu, Tulungagung? 2) What are the supporting and inhibiting factors in implementing rules and regulations to shape the religious character of students at the Al-Fattahiyyah Islamic Boarding School in Boyolangu, Tulungagung? The purpose of this study is to determine the implementation process, as well as the supporting and inhibiting factors in implementing rules and regulations to shape religious character. This research was conducted at the Al-Fattahiyyah Islamic Boarding School in Miren Hamlet, Ngranti Village, Boyolangu District, Tulungagung Regency. The research used descriptive qualitative methods, with data collection methods including observation, interviews, and documentation. Data analysis included data condensation, data presentation, and conclusion drawing. The conclusions of this study are: 1) Islamic boarding school regulations play a role in shaping the religious character of students through the instilling of worship habits, discipline, and good morals. The implementation process involves planning, implementation, and evaluation. 2) Supporting factors include a religious boarding school environment, guidance from caregivers, organized activities, and educational sanctions. Meanwhile, inhibiting factors include adaptation difficulties, peer influence, and lack of discipline.
