Abstract

Urban solid waste management should not be treated merely as a technical matter of collection, transportation, and final disposal. In a tourism and trading city such as Bukittinggi, waste management is closely related to policy communication, community participation, circular economy, environmental health risk, and sustainable development. This article synthesizes previous studies through a systematic literature review and integrates them with official contextual data from BPS, Satu Data/DLH, SIPSN KLHK, KLHS RPJMD 2025-2030, and local government information. The review follows the reporting logic of PRISMA 2020 and uses 50 studies as the initial corpus. The studies are classified into five themes: waste governance as a socio-technical system, policy communication and behavior change, community participation and waste banks, circular economy, and environmental health. Official data indicate that Bukittinggi faces a high waste burden. SIPSN recorded 125.23 tons per day or 45,707.54 tons per year in 2022, while processed SIPSN data for 2023 indicated 47,238 tons per year. BPS/Satu Data 2024 also show monthly variation in transported waste volume, including 96.71 tons per day in January, 99.30 tons per day in March, 121.40 tons per day in April, and 94.77 tons per day in December. The synthesis shows that waste policy effectiveness depends on local government capacity to develop clear, consistent, participatory, evidence-based, and health-risk-sensitive communication. This article proposes a conceptual model of policy communication for waste management based on community participation and circular economy as an instrument for environmental health and sustainable development in Bukittinggi City.
