The Regional Development Planning, Research and Development Agency (Bappelitbang) of Tanjungpinang City plays a strategic role in producing research findings and innovations that serve as the foundation for regional development policymaking. However, the suboptimal utilization of research and development outputs in the development planning process indicates a gap between the expected role of research and development (R&D) and its actual implementation. This study aims to analyze the implementation and optimization of the research and development function in supporting regional development planning at Bappelitbang of Tanjungpinang City. A qualitative approach with a case study method was employed. Data were collected through interviews, observations, and document analysis, and were subsequently analyzed descriptively. The findings reveal that the R&D function at Bappelitbang of Tanjungpinang City has not been implemented optimally, as indicated by inconsistencies in the measurement of performance indicators and the failure to achieve regional innovation implementation targets. Several challenges were identified, including the limited utilization of research findings in development policies, the lack of alignment between research activities and regional strategic issues, weak motivation among civil servants and regional government agencies to innovate, and limited collaboration with higher education institutions. Using George R. Terry’s POAC management framework (Planning, Organizing, Actuating, and Controlling), the study proposes several recommendations, including the formulation of a research and development master plan, strengthening multi-stakeholder collaboration, enhancing innovation mentoring and training programs, and developing a results-oriented monitoring and evaluation system.
